<br />RESOLUTION #03.Q.6&3 <br /> <br />~G'}"".4~t <br />r Il.Pu if 0J <br /> <br />RESOLUTION REQUESTING THAT THE NEBRASKA LIQUOR CONTROL COMMISSION <br />RECONSIDER ITS DECISION TO LIFT THE VOLUNTARY BAN <br />ON THE SALE OF "ZIPPERS" IN NEBRASKA <br /> <br />WHEREAS, the Hall County Board of Supervisors are aware that the Nebraska Liquor <br />Control Commission has recently lifted the voluntary ban on the sale of "Zippers" in the State of <br />Nebraska; and <br /> <br />WHEREAS, the social cost in America of underage drinking has been estimated at $53 <br />billion including $19 billion from traffic crashes and $29 billion from violent crime; and <br /> <br />WHEREAS, the latest Youth Risk Behavior survey showed that Nebraska tied for the <br />highest percentage of youth who rode with a drinking driver in the 30 days prior to the survey, <br />ranked second for the percentage of young people who drove after drinking and third in the <br />nation for binge drinking; and <br /> <br />WHEREAS, according to the Nebraska Department of Motor Vehicles, Nebraska Crime <br />Commission, and the Nebraska Office of Highway Safety record Hall County had 473 minor in <br />possession arrests rrom the years 2000 through 2002 and three alcohol related crash fatalities <br />during that same time; and <br /> <br />WHEREAS, youth in Hall County have gone on record as stating that they finnly believe <br />that "Zippers" are targeted at the underage drinkers because ofthe packaging, product design, <br />product names, and the flavor of the product; and <br /> <br />WHEREAS, the Hall County Board of Supervisors believes that it is necessary for the <br />health and .wellbeing of our citizens to prevent underage drinking in our communities; <br /> <br />NOW THEREFORE, be it resolved that the Hall County Board of Supervisors would <br />request that the Nebraska Liquor Control Commission reconsider its decision to lift the voluntary <br />ban on the sale of "Zippers" in Nebraska. <br /> <br />RESOLUTION MOVED BY ~6 t-\ h- (' (\0 ~~ <br /> <br />SECONDED BY ~ (J. d.. .:r <? -\\ r ~ 'f> S <br /> <br />Vote: <br />Supervisor Arnold: <br />Supervisor Eriksen: <br />Supervisor Hartman: <br />Supervisor Humiston: <br />Supervisor Jeffues: <br />Supervisor Lancaster: <br />Supervisor Rye: <br /> <br />For *; Against _; Abstained _; Not Present_. <br />For *; Against _; Abstained _; Not Present_. <br />For~; Against _; Abstained _; Not Present_. <br />For ; Against _; Abstained _; Not Present_. <br />For ; Against _; Abstained _; Not Present_. <br />For ; Against _; Abstained _; Not Present_" <br />For~; Against _; Abstained _; Not Present_" <br />
