County Attorney asked the board to take an emergency agenda item regarding
landfill dirt on the south locust project. Mr. Keith Meyer of the Nebraska State
Department of Roads told the board that the South Locust Interchange job site needs
and additional 58,00 cubic yards of dirt. It would require 5,000 truckloads of dirt to meet
this request. Jeffries wanted to know who would be responsible for paying for the dirt
and how much it was going to cost. Also he questioned why this was an emergency
agenda item, did they just discover they were running out of dirt, they had to have know
for some time that there would be a shortage for the project. Jeffries asked if a lake at
the proposed exit could be dug to furnish the necessary dirt at the site. The creation of a
lake at the site is not an option due to EPA standards in regard to wet lands. Dan
Hostler, Scott Arnold and Jim Ericksen asked if they could go to the site to survey the
situation themselves. Mr. Meyer said that they could but they would need to be
accompanied by an employee at the job site. Per the recommendation of the County
attorney the board reconvene on Thursday morning at 9:00 a.m. after the County
Surveyor has had time to check into the cost against the county for additional dirt for this
job site requirement. Jeffries made the motion and Arnold seconded it to table the
matter until Thursday morning at 9:00 a.m. Arnold, Eriksen, Hartman, Humiston,
Jeffries, Lancaster and Rye all voted yes and none voted no. Motion carried.

PUBLIC PARTICIPATION - Chairman Lancaster called for public participation and
Louise Miller asked the Board to please take special consideration during the budget
hearing to try and curb the cost to the taxpayers, in particular the judicial cost accrued by
the county.

10
