<br />F03142 <br /> <br />Eriksen stated that there is a difference in the private construction and the private <br />operation. He stated that Mr. Dawe raised good issues and he is concerned with the <br />safety issues but the county will still have the board of corrections to oversee the jail. <br /> <br />Chairman Lancaster stated that public participation will be held later because of the <br />scheduled public hearing. <br /> <br />10:00 a.m. PUBLIC HEARING 1 & 6 ROAD PROGRAM - Jeffries made a motion and <br />Arnold seconded to open the public hearing. The board members received a copy of the <br />plan. Arnold, Eriksen, Hartman, Humiston, Jeffries and Lancaster all voted yes and <br />none voted no. Rye was absent. <br /> <br />Dan Hostler and Jeff Palik were present and reviewed the 1-year plan. Project C40 121. <br />The Cairo East project will now be completed because they will be able to purchase the <br />right-of-way. C40 (259) and C40 (277) are two bridge projects and C40 (311) is another <br />bridge project. The railroad crossings at 90th, 60th and 190th roads will be closed and <br />removed. C40(319) is a box culvert project. As the work on the Wood River Warm <br />Slough has been completed one bridge on the floodway will have to be replaced with a <br />box culvert. They will also work on the seeding and landscaping on the South Locust <br />project. <br /> <br />In the 6-year plan Project C40 (95) was deleted because the area was annexed by the <br />City of Grand Island. It will now be project C40(327). This is on Schimmer Drive on the <br />south side of Ponderosa. <br /> <br />Eriksen questioned stated he would like to see a master road plan and he questioned if <br />the county will be able to maintain all of the roads. Hostler stated that the State of <br />Nebraska provides a classification map and this is what is followed. Eriksen questioned <br />if the new bridges can handle all of the new farm equipment and weight. Hostler stated <br />that the bridges are all posted and the new bridges are built to handle the weight. <br /> <br />Chairman Lancaster called for public response. <br /> <br />Dick Pitcher, 160 Ponderosa Court requested to speak to the county board. He stated <br />that the residents of this subdivision have requested that something is done with <br />Schimmer Drive and he understands that this project will be addressed in 2004. He <br />stated he appreciates that this will be done. This area was annexed to the city and it is <br />in their 1 &6 Plan. <br /> <br />Hartman questioned if the county paves township roads. Mr. Hostler stated that the <br />county couldn't pave a township road if it is a minimum maintenance road. The <br />classification would have to be changed and if it is then the state would also pay. <br /> <br />Jeffries made a motion and Arnold seconded to close the public hearing. Arnold, <br />Eriksen, Hartman, Humiston, Jeffries and Lancaster all voted yes and none voted no <br />with Bob Rye absent. Motion carried. <br /> <br />Arnold made a motion and Eriksen seconded to approve Resolution #03 -007 for the 1 <br />& 6 Road Plan.
