<br />F03107 <br /> <br />4 US FISH AND WILDLIFE UPDATE SCOTT ROSENTHAL - Jeffries stated that Mr. <br />Rosenthal wanted to be her to address the board so he would like to come back to this <br />item. <br /> <br />6 PLACE ON FILE TORT CLAIM FROM RHONDA HAWTHORNE - Arnold made a <br />motion and Jeffries seconded to place on file the tort claim from Rhonda Hawthorne. <br />Arnold, Eriksen, Humiston, Jeffries, Lancaster and Rye all voted yes and none voted no, <br />with Hartman absent. Motion carried <br /> <br />9 DISCUSSION REGARDING RECENT JAIL TOURS - Lancaster stated that February <br />21 sl tours Scott Arnold and Jim Eriksen toured the jail facilities in Kansas. Eriksen stated <br />they met with Kitchel, who is the management firm for these facilities and they had a <br />good discussion regarding the services and construction of the correctional facilities. He <br />suggested that the long-range planning committee should meet and review the <br />information and come back to the board with a complete report. He stated that during <br />this process, items have come forward that should be discussed and addressed in the <br />RFP. <br /> <br />Arnold stated that these two facilities are similar facilities but have a different philosophy <br />of how the inmates are managed. He has talked to Dave Arnold in the past on the direct <br />supervision method. With this method of management there are cell pods and the pods <br />open into a common area. The correction officers are in this common area with the <br />inmates, even with this arrangement it is safe. The direct supervision method is a <br />different atmosphere, it has strict rules and if the rules are violated the inmates go to <br />maximum security. If there is damage to the facility the inmates are held responsible <br />These are beautiful facilities the Douglas County facility was designed to be located in <br />the down town area. One thing they pointed out on the Kansas facilities was that the <br />facilities draw economic development. After they were built the area around them was <br />developed. They are community friendly facilities. They received a lot of good <br />information and may want to take a more cautious approach to the method of <br />management. If a jail facility is not condusive to improving the life of the inmates it is a <br />disservice to the inmates and to the community. The board is scheduled to tour the Iowa <br />facility this week and Arnold stated that he hopes everyone attends. <br /> <br />Lancaster stated the long-range planning committee will need to meet weekly to get the <br />changes done. <br /> <br />Eriksen stated that these were beautiful facilities and they would fit into any community. <br />The facility in Olathe, Kansas was a complex located on 103 acres and the other facility <br />was only 22 acres. <br /> <br />9:25 a.m. board of equalization meeting <br /> <br />9:35 a.m. recessed board of equalization meeting to hold the bid opening. The board <br />will go back to the board of equalization meeting when the bids are opened. <br /> <br />2 <br />
