She also noted that sometimes parents will overrule the
juvenile and they want to make sure they can have one then the process is seamless.
Lancaster ask about the drop in numbers and that could be a financial impact. What is
attributed to the drop in numbers
Marty said juvenile filings are ebb and flow noted that a certain group caused a lot of
work and they were prosecuted as adults. The numbers were lower but then it will go
up. Marty said with every referral to his office they must decide if they are going to file
charges or they are sent to diversion and many take advantage of diversion.
Lancaster noted the judges are tough and they must be accountable for what they do.
Sidnea with 2 juvenile attorneys they could handle the cases.
Quandt ask if it would affect the parents responsibility Marty said it will not. It is the
juvenile who they are representing
Richardson ask how appointments work. There will still be
appointments of counsel, and those dollars are in the Justice System budget. This will
make it automatic that an attorney will be appointed and should only be a 38% increase
and they noted that only a small portion of that line item has been used.
Quandt made a motion and Bredthauer seconded to approve the automatic appoint of
counsel for all juveniles. Bredthauer, Hurst, Lancaster, Peterson, Quandt, Richardson
and Sorensen all voted yes, and no one voted no. Motion carried
5. PUBLIC WORKS Don Robb was present, and Sorensen noted that the template for
the letter to the senators was included in the board packet.
Don reported that they had a conference call regarding the transportation infrastructure
funds and it was determined that the Englman project would be about $222,00.00. Jodi
said it would not be enough to use that project for this grant request. They then
addressed the Husker Highway project that would be about $2.6 million, and it would
qualify so they changed the request to this project. He is requesting the board sign a
letter of support for this project. Don said they will look at the Engleman project for the
4
