Richardson made a motion and Bredthauer seconded to approve the July 28, 2022 <br /> budget meeting minutes. Bredthauer, Hurst, Lancaster, Quandt, Peterson, Richardson <br /> and Sorensen all voted yes and no one voted no. Motion carried. <br /> 9:05 A.M. Held a Board of Equalization meeting <br /> 9:11 Adjourned the Board of Equalization meeting <br /> PUBLIC PARTICIPATION — Chair Peterson called for public participation and Andrew <br /> Woitaszewski and John Amick requested to address the board. <br /> Andrew Woitaszewski thanked Sheriff Conrad for catching some criminals. Andrew <br /> stated that is has been 4 years since he started this project. Then COVID came and <br /> slowed the process down and some issue with the cranes. They have now finished the <br /> review on the construction permit and it has been submitted for comments and he <br /> hopes that will be finished in 30 days. Since then they have been doing a lot of work. <br /> They have moved dirt and trees, built an office, built the waterways and the lagoon and <br /> planted grass. They cannot install any of the concrete until they have the construction <br /> permit. He hopes that they will be up and running late this fall. He is requesting <br /> another temporary test plot permit to do some work and when the final permit is issued <br /> they will be ready to go. They have hauled 7,000 truckloads to the landfill with no spills <br /> or accidents. Hey have also partnered with local businesses like Fonner Park. With the <br /> temporary permit they will be learning and will be able to move forward. <br /> Ron stated he has driven by and it is amazing the amount of work that he has done the <br /> hill is lower. Andrew said they built the dam and the lagoon and moved a lot of dirt. <br /> Quandt noted they said they were going to 3,000 loads a year and Andrew said they will <br /> need 3,500 because they will need more wood chips. Andrew said they will start with <br /> Fonner Park and the JBS material. <br /> John Amick 410 Amick Avenue, Doniphan requested to address the board on a road <br /> issue and expressed concern there was a failure to communicate about moving gates at <br /> the end of Buffalo Road. The county maintainer can ask for the key to the gate in order <br /> to be able to turn around. There is also an issue with the school bus because there is a <br /> sex offender in the area and they do not want to let the children out there. The road <br /> department moved the gate at 50 yards to the north. This is John's property and he <br /> was not consulted. He tried to call the Road Department on Friday and they are closed. <br /> He then talked to Steve Riehle and ask if there was a solution to not move the gates. <br /> He suggested putting in 2 culverts and haul in dirt. This will create a problem for him <br /> with liter and people being out there. He said the ditch is steep and when turning <br /> around they may not be able to see the ditch because of the weeds. He also expressed <br /> concern on the fact that there is an active eagle's nest and there may be federal <br /> regulations. He would like to have the Doniphan School board and the county work <br /> together to put in culverts and move the gate back. <br /> 2 <br />
