5B) DISCUSSION & POSSIBLE ACTION TO APPROVE RESOLUTION FOR <br /> CONDITIONAL USE PERMIT FOR WARPED SPORTZ - Quandt made a motion and <br /> Richardson seconded to approve the resolution #22-022 for the renewal of the <br /> conditional use permit for Warped Sportz. Bredthauer, Hurst, Lancaster, Quandt <br /> Peterson, Richardson and Sorensen all voted yes and no one voted no. Motion carried. <br /> 6.10:00 A.M. UPDATE REGARDING SUMMIT PROJECT — Sorensen stated he <br /> attended an open house and there was a question and answer session and a lot of the <br /> questions were answered. He felt it was important to have the update for the county <br /> board. <br /> Mr. Sorensen stated that he is not a landowner or a spokesperson for Summit. <br /> Chris Peterson with CP Strategies of Lincoln said he was at a meeting of the board in <br /> January and wanted to come back with an update. Also has Alex Lange, Summit <br /> engineering supervisor and Paul Phillips with Turnkey Logistics a Summit contractor <br /> were present? The company started in 2021 and the goal is to collect 8.8 million tons of <br /> CO2 from3l ethanol plants in 5 states. <br /> • This is a $4.5 billion project <br /> • 2,000 mile pipeline is the world's largest <br /> • The compressed gas will be transported through a pipeline to North Dakota to be <br /> permanently stored <br /> • The pipes will range from 4 inches to 24 inches <br /> • The pipe in hall county will be 6inches <br /> • Project aim is to produce more sustainable long-term low carbon fuel <br /> • Plants included are Great Plains in Wood River, Central City, York and Atkinson, <br /> Husker Ag in Plainview and Louis Dreyfus Plant in Norfolk <br /> • Key element is the 50 foot right of way <br /> Mr. Lange explained that they are pursing the right of way in Nebraska and they use the <br /> fair market value and add 15% for their initial offer. They also include crop damage <br /> payments. The pipes are for CO2 only and they do not plan to run other pipelines. He <br /> said they have also talked to the county engineer about the road crossings. He also said <br /> there will be construction jobs when the pipes are being built. <br /> The board ask why the storage is in North Dakota and he explained that there is natural <br /> sandstone and rock formations that prevent the Co2 from leaking to the surface. <br /> Sorensen ask if there would be sufficient storage in North Dakota Mr. Lange said the <br /> will capture 8.8 million to 12 million tons a year and the facility can hold 250 billion tons. <br /> He also noted that the market is shifting to low carbon fuel and that 50% of corn goes <br /> into ethanol. <br /> Quandt noted that the map of the pipeline has changed and ask why they do not follow <br /> the roads. Mr. Lange stated they use the most efficient route and if they follow the <br /> roadways the road could be expanded that could affect the pipelines. He also ask <br />
