It was agreed that they could use the ARPA <br /> funds for this project. The amendment agreement sets the estimated cost for Hall <br /> County at $249,517.54 using the ARPA funds. <br /> Lancaster ask what the other contributing parties will be paying. The county also has a <br /> lot of needs and will not have a problem using the funds for the benefit for county <br /> taxpayers. Bredthauer noted some of the propose costs. <br /> Sarah Carstensen stated that in the initial agreement there were assumptions that may <br /> have not been good. <br /> Kim Duncan suggested that the road has projects that do not get done and they could <br /> use the funds in the road budget or transfer the ARPA funds. <br /> Bredthauer expressed concern that the county has 2 old scrapers that will not be big <br /> enough to handle the work so they have hire that work done. <br /> There will need to be an additional 6.75 acres for the easements and they do not know <br /> what that cost will be. <br /> Lancaster expressed concern that we need to know our share and Sorensen said they <br /> have the dollars but need to move forward and sign the amendment on the interlocal <br /> agreement. <br /> Sorensen made a motion and Bredthauer seconded to approve the amendment number <br /> 1 to the interlocal cooperative agreement using the ARPA funds. <br /> John Collins with the City was here with the interlocal agreement. <br /> Discussion was held on the cost of fuel and labor. Bredthauer stated they have the line <br /> by line expenses and this information was also sent to Mr. Humphrey and was <br /> discussed at the last audit committee meeting. <br /> Lancaster stated that the county will need the invoices for the expenses. <br /> Mr. Humphrey stated that he has sent a draft of the ARPA rules to Lutz the board has to <br /> have a written policy on how the dollars are accounted for so if there is an audit we will <br /> have the necessary documentation. They are to bill the county and it will show what <br /> each entity is responsible to pay. They have been working together and the rules will <br /> be the same for each party. <br /> Quandt expressed concern that the county should not sign open ended agreements. <br /> We need to stay out of these <br /> The original agreement did not include the easements.
