Bredthauer, Hurst, Lancaster, Quandt, Peterson, Richardson and Sorensen all voted yes and no one voted no. Motion carried. 8. DISCUSS & TAKE ACTION ON ALL ROAD DEPARTMENT PHYSICALLY CLOCKING IN & OUT AT THE EMPLOYEES DUTY STATION UNLESS OTHER ARRANGEMENTS ARE MADE WHERE TIME CLOCKS ARE NOT AVAILABLE Lancaster said it was brought to their attention that some employees can use an app on their phones to clock in and out. Deputy County Attorney Sarah Carstensen stated she contacted the County Sheriff and they do not use that app. There is concern that there could be fraud if the employee is not where they are supposed to be. The road committee put this on for discussion and action. The time clocks and the application on the employee's computers have worked since 2002. The employees need to continue clocking in and out as they have done in the past. Even the employees that do not have access to a computer or a time clock have a process to call and enter their pin number to clock in. This process needS to be the same as it was in the past. Richardson noted this needs to be a county wide process. Sorensen stated this is moving backwards they can check in at their duty stations and he also noted that there are cameras. Lancaster noted there may not be cameras everywhere. Peterson suggested leaving it up to the new superintendent. Quandt made a motion and Bredthauer seconded that all Road Department employees physically clock in and out at the employees duty station unless other arrangements are made where a time cock is not available. Bredthauer, Hurst, Lancaster, Quandt, Peterson, Richardson all voted yes and Sorensen voted no. Motion carried. County Clerk Marla Conley will get additional information to change the phone application. 9. DISCUSS & TAKE ACTION ON PROPOSED RESOLUTION #21-042 FOR ELECTED OFFICIALS SALARIES - the salary committee met and the new proposed salaries will be effective after January 1, 2022 the salaries have to be set so he filing fees can be determined. Lancaster stated they used information from the NACO salary survey and also considered the union contracts. They considered the officials salaries vs. the employee salaries. According to the NACO survey we are in category 5. The county attorney and deputy sheriff is a percentage amount above the base salaries. The salaries for the county commissioners was changed and it will stay the same. They also need to address the appointed official's salaries. The resolution was prepared with the salaries for 2023 through 2026. 6
