HALL COUNTY BOARD OF COMMISSIONERS MEETING OCTOBER 12, 2021 <br /> The Hall County Board of Commissioners convened October 12, 2021 by published call <br /> in the County Board meeting room, 121 South Pine Street, Grand Island NE. <br /> CALL TO ORDER- The meeting was called to order by Pam Lancaster <br /> INVOCATION - Ron Peterson gave the invocation <br /> PLEDGE OF ALLEGIANCE —The Pledge was given in unison. <br /> ROLL CALL - Present on roll call were Karen Bredthauer, Butch Hurst, Pam Lancaster, <br /> Gary Quandt, Ron Peterson, and Scott Sorensen. Also present were Kim Dugan and <br /> Deputy County Attorney Sarah Christensen. Jane Richardson was absent. <br /> NOTICE OF OPEN MEETING LAW - This is a public meeting subject to the open <br /> meetings laws of the State of Nebraska. The requirements for an open meeting are posted <br /> on the door to my left and notices are on the front table for your information. <br /> AFFIDAVIT OF PUBLICATION — the affidavit of publication was received. <br /> REQUEST TO RESERVE TIME — Chair Lancaster called for anyone regarding a <br /> request to reserve time and no one responded. <br /> 1. PRESENTATION TRACY OVERSTREET & CHAD NABITY - DISCUSSION & <br /> POSSIBLE ACTION REGARDING REDISTRICTING - Lancaster stated that because of <br /> another commitment this item will be addressed before the Board of Equalization <br /> meeting. Tracy Overstreet and Chad Nabity were present. <br /> The committee of Karen, Gary, Pam, Chad and Tracy have met several times and the <br /> decision were based on the commissioner's directions. They provided the board with <br /> copies map that the committee came up with. Chad stated that the ideal population was <br /> 8,985 people in each district and the numbers have to be within 5% of that number. <br /> When addressing the districts they looked at the east lake areas as a community of <br /> interest and also preserved a rural representative. They have achieved these goals and <br /> also managed to follow the proposed election precincts. They have 4 less splits and <br /> they tried to make fewer but this is the best they could do. They also allowed for growth <br /> in each of the districts. <br /> Lancaster stated they made several changes and appreciates the map. <br /> Quandt stated that they worked hard to stay on the arterial street for the district to make <br /> it easy for people to understand. <br /> 7. DISCUSS & TAKE ACTION TO CREATE ELECTIVE DISTRICTS THAT ARE <br /> SUBSTANTIALLY EQUAL IN POPULATION AS DETERMINED THE MOST RECENT <br /> 1 <br />
