3 <br /> 6. GIS —A) DISCUSSION & POSSIBLE ACTION APPROVING & AUTHORIZE CHAIR <br /> TO SIGN REGIONAL GOVERNMENT ENTERPRISE AGREEMENT— County surveyor <br /> GIS Director Scott Peters and Nick Nolte with the City of Grand Island GIS were <br /> present. This agreement is for the licenses and software. Scott stated it would be more <br /> expensive for the County to do this on our own so they have this interlocal agreement. <br /> The currently have 8 licenses but have added more so each person will have their own <br /> log in. <br /> Quandt made a motion and Sorensen seconded to approve the agreement and <br /> authorize the chair to sign. Bredthauer, Hurst, Lancaster, Quandt, Peterson, <br /> Richardson and Sorensen all voted yes and no one voted no. Motion carried <br /> B) DISCUSSION & POSSIBLE ACTION APPROVING AND AUTHORIZE CHAIR TO <br /> SIGN INTERLOCAL AGREEMENT FOR AN ENTERPRISE GIS SYSTEM —this is a 3 <br /> year interlocal agreement. <br /> Quandt made a motion and Sorensen seconded to approve the agreement and <br /> authorize the chair to sign. Bredthauer, Hurst, Lancaster, Quandt, Peterson, <br /> Richardson and Sorensen all voted yes and no one voted no. Motion carried <br /> 9:15 a.m. Held a Board of Equalization meeting. <br /> 9:24 a.m. adjourned the Board of Equalization meeting and returned to the regular <br /> meeting. <br /> 5. PRESENTATION FROM TABITHA FOR THE POTENTIAL FOR HALL COUNTY TO <br /> BE ISSUER OF UP TO $20 MILLION IN BONDS WITH $10 MILLION BEING TAX <br /> EXEMPT BANK-QUALIFIED <br /> DISCUSSION & POSSIBLE ACTION REGARDING PROPOSED RESOLUTION <br /> Deputy County Attorney Sarah Carstensen was contacted by Tabitha regarding this <br /> request for public financing for the tax exempt bank-qualified funds. This will give the <br /> county an opportunity to ask questions and consider how it would relate to what the <br /> county board may want regarding future plans. The county will have some American <br /> Rescue dollars to also consider. <br /> Collen Dunkin with Gilmore & Bell Attorney is the bond counsel for the financial part. <br /> She stated she appreciated Sarah's time and allowing them to bring this to the board. <br /> Brian Shanks with Tabitha and Bart Qualsett with Pinnacle Bank were also present. <br /> There is a draft of the resolution in the packet it is short and if there are any questions it <br /> proposes to come to the board on May 11, 2021 for approval and to set the public <br /> hearing. This is conduit financing under the federal tax law. Under the State Statutes <br /> there is no liability to the County. All of the liability is with Tabitha. If the County <br /> determines they want to proceed with this she would represent the county. Once the <br /> resolution is approved there would be minimal involvement for the county. The county <br /> would issue the bonds and the load proceeds would go to Tabitha and they would have <br /> 3 <br />
