HALL COUNTY BOARD OF SUPERVISIORS MEETING SEPTEMBER 29, 2020 The Hall County Board of Commissioners convened September 29, 2020 by published call in the County Board Meeting room, 121 South Pine, Grand Island. CALL TO ORDER-The meeting was called to order by Chair Pam Lancaster. INVOCATION was given by Pastor Scott Jones from Third City Christian Church. ROLL CALL-Present on Roll Call were Karen Bredthauer, Dick Hartman, Butch Hurst, Pam Lancaster, Gary Quandt and Ron Peterson. Jane Richardson was absent. Also present was Deputy County Attorney Sarah Carstensen and Board Assistant Kim Dugan. NOTICE OF OPEN MEETING LAW-Chair Lancaster read the notice of open meeting law. AFFIDAVIT OF PUBLICATION-The affidavit of publication was received. CONSENT AGENDA-Peterson made a motion Quandt seconded to approve the following by consent agenda. 1. Placed on file the minutes from the September 15, 2020 meeting 2. 7 A Approved to purchase hot mix asphalt for patching for the 2020 patching season from either Gary Smith or JIL Asphalt using city of Grand Island Contract prices. 3. 7 B Set the bid opening for replacement doors for road department truck shed for October 27, 2020 at 9:45 am with Bids due October 26, 2020 at 5:00 pm 4. 10 Placed on file Hall County Keno Lottery annual report, form 35K and attachments and compliance procedure report for 7/1/2019 through 6/30/2020 and special report for year ending 6/30/2020 5. 11 Approved the Stuhr Museum board appointment of Brian Mustion 6. 12 Approved the appointment of Lachelle Beltz to the Hall County Housing Board 7. 16 C Set public hearing for renewal of conditional use permit for American towers LLC for October 27, 2020 at 9:30 am 8. 16 D Authorized the Chair to sign the letter certifying ownership of property for Parking District #3 9. 19 Regional Planning approved the final plat and Resolution #20-182 for A and K Subdivision. 10. 22 Approved Biweekly claims 11. 23 Approved early claims 12. 24 Placed on file county office reports, Stuhr Museum minutes, Hall County Attorney monthly statistical report, County Sheriff for July, County Assessor/Register of Deeds, Hall & Howard County Juvenile Services 13. 25 Placed on file Hall County Treasurer's miscellaneous receipts. 14.26 Communications placed on file the letter from Nebraska Dept. of Roads for Project NH-2-4 (112) Cairo-Grand Island Bredthauer, Hartman, Hurst, Quandt, Lancaster and Peterson all voted yes and none voted no. Richardson was absent. Motion Carried.
