9:05 Held a Board of Equalization meeting <br /> 9:42 a.m. adjourned the board of equalization meeting and returned to the regular <br /> meeting <br /> PUBLIC PARTICIPATION - Dennis and Chris Stoltenberg 3873 Engleman Road <br /> requested to address the board regarding the Humane Society Dennis stated that there <br /> was a feral cat on his property and he tried to catch it and when he did he accidently <br /> fell. The cat was hurt and it bit him numerous times. He called his son and he shot the <br /> cat and they called the Sheriff and the Humane Society. The Humane Society officer <br /> stated they would send the cat in for analysis. The deputy stated they had the right to <br /> shoot the cat and he insisted that Dennis go to the emergency room. Chris stated they <br /> checked with the Humane society and no one knew where the cat was or that the <br /> incident even happened so Dennis had to start the rabies shots. They are very <br /> unpleasant. Chris stated she went to the Humane Society to check on the issue and <br /> they called the police department on her. They finally found the cat and were unable to <br /> check it because it of the damage from the gun shot. Chris and Dennis stated this <br /> should not have happened the officer need to follow protocol and it was not followed <br /> there were mistakes made. <br /> Jane Richardson stated she was sorry this incident took place and there were mistakes <br /> made and apologized for the situation. Lancaster stated this treatment is difficult to <br /> understand. It was suggested that they also talk to the City of Grand Island. <br /> 14. DISCUSS & TAKE ACTION ON BUILDING INSPECTION DEPARTMENT— Mr. <br /> Pickrel was present and had a new copy of the interlocal agreement he stated there <br /> was a wrong date so this is the corrected copy. <br /> Mr. Pickrel stated that he is turning in his retirement and his last day will be September <br /> 8th <br /> Lancaster stated this is a respected program and ask him if he would consider a half tie <br /> position. They would have to change Jodi's job description and she would have to be <br /> trained and issue the permits and set up the inspections. She noted that the rural <br /> communities came to the County Board asking to reinstate this department because of <br /> life safety issues. The City helped set up the conditions and the board found Alan who <br /> was able to do the inspections and it has worked well. As part time he would work 20 <br /> hours and there would be some flex time. Right now the other communities pay 40% <br /> and the county pays 60% and they have done well on the revenue side. <br /> Lancaster stated she accepts his resignation with regret and thanked him for <br /> considering the part time position. <br /> Quandt stated the rural communities appreciate the building department and Mr. <br /> Pickrel. <br /> 3 <br />
