9:05 a.m. Held a Board of Equalization meeting <br /> 9:30 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> PUBLIC HEARING FOR CONDITIONAL USE PERMIT FOR SMART SOIL LLC —Quandt a <br /> motion and Bredthauer seconded to open the public hearing for the condition use permit for <br /> Smart Soil LLC. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all <br /> voted yes and none voted no. Motion carried. <br /> Loran Humphrey reviewed the reports form the committee regarding the inspections of the <br /> temporary site for the 90 days. The committee would meet in the morning and again at 6:00 <br /> p.m. to look at the site and rate the odor. There was a letter from the public schools about their <br /> participation in the recycling. <br /> Andrew Woitaszewski with Smart Soil and John Ditter with JBS -Andrew thanked the <br /> committee for their accurate reports and stated there was 100% attendance. To say that there <br /> is not odor is not true but the odor was not offensive and there was wind. He noted that the site <br /> is on top of a hill and it needs some trees as barriers. He will follow all of the requirements and <br /> continue to do the best management practices. This permit is for 7 years and if they do not <br /> follow the requirements the board can shut him down. He will be able to help the schools and <br /> businesses and if they grant a permit it will be on the leading edge or recycling. Colorado has <br /> implemented a bill that requires recycling. Hall County is livestock friendly. He also noted that <br /> he is not taking any food products yet. <br /> Ron Peterson was on the committee and there were changes in the process. They addressed <br /> the carbon ratio and they are still working on the turning process at first it was turned more than <br /> it was necessary. At one point Andrew stated they did not have the equipment for 5 days. They <br /> also addressed using finished compost on top as a filter. All of the survey was within reason. <br /> Hartman questioned the garbage from the Grand Island Public schools and ask if they were <br /> taking garbage from Wood River, Northwest High or Cairo. <br /> Andrew stated that the public school goes through 4 truckloads of paper and the paper has a <br /> 400 to 1 carbons ratio. <br /> Ron Woitaszewski — 732 North 110th Road Wood River read a statement they need to challenge <br /> the way of thinking about paunch. Now paunch goes to David City. We dump garbage in a hole <br /> and the old dump east of Grand Island has issues. He noted the RDX at CAAP. A land fill is a <br /> problem and they need to address recycling. Smart Soil is offering a good alternative to <br /> recycling. <br /> Mike Dobesh 2491 South 110 Road Wood River noted the farmers that are struggling. He <br /> expressed concern on the 2020 farm bill there is no money. He noted that from the flooding he <br /> has to add nitrogen to his soil. Andrew's products will allow people to go organic now there is <br /> only so much to go around. He stated that Andrew's integrity and work ethics are great. He sell <br /> fertilizer but supports this project. <br /> Diann Muhlbach 1876 West Old Potash Highway stated she and her husband appreciated being <br /> part of the committee. They learned a lot and this is an emotional issue for people. She stated <br /> that Andrew listened to the concerns and has done what he was supposed to do and always <br /> 3 <br />
