16. COUNTY CLERK— DISCUSSION & POSSIBLE ACTION REGARDING RENEWAL OF <br /> EMPLOYEE ASSISTANCE PROGRAM WITH FAMILY RESOURCES —This contract was <br /> discussed at a budget meeting and it is up for renewal. <br /> Lana Lanz with Family Resources was present. This is the annual renewal for the employee <br /> assistance program. There were questions regarding the usage of the plan. A copy of the <br /> agreement along with the usage reports was included in the packets. The total fee is $6,500.00 <br /> annually and paid in quarterly payments. Lana stated that the first 4 years the annual renewal <br /> would not support the utilization. Each person is allowed to have 6 sessions this includes the <br /> employee and dependents up to age 26. The sessions cover depression, anxiety or family <br /> problems and 6 sessions assists employees to go back to work healthy and well. The utilization <br /> is 10% above the national average. <br /> Peterson made a motion and Richardson seconded to approve the renewal of the agreement <br /> with Family Resources. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and <br /> Richardson all voted yes and none voted no. Motion carried. <br /> PUBLIC PARTICIPATION — Chair Lancaster called for public participation. <br /> Larry Carlson requested to address the County board. He stated he lives in Bassett, Nebraska <br /> and pays alimony for his wife to the Clerk of the District Court. He expressed concern that his <br /> check from am out of county bank was held 15 days before his wife received payment. He <br /> stated he was told that if he provided a money order, a cashier's check or a check drawn on <br /> Five Points Bank would clear in 2 days. He stated that he feels it is discrimination that he was <br /> told to use Five Points Bank. He ask why all of the checks are not held for 2 weeks. <br /> Peterson noted that one issue is covered by banking regulations to determine how long it takes <br /> for check to clear they have to make sure the check is good. <br /> Richardson stated Mr. Carlson called her and she ask Clerk of the District Court Valorie <br /> Bendixen to be present. Valorie provided information to the Board Members showing the <br /> disbursement schedules that is set. She showed copies of his check and it did not indicate it <br /> was a cashier's check it was a check drawn on his bank. She also showed various types of <br /> checks. When she started 16 years ago the business account was set up at Five Points Bank <br /> and it was not changed the dollars go in and have to be paid out. If there are insufficient fund <br /> checks the office cannot cover these. The schedule has not changed and it has worked it does <br /> not make any difference what bank. She stated that they issued 3,600 receipts last month and <br /> work with a lot of banks. This is a standard practice. <br /> Mr. Carlson asks why all of the check is not held for 2 weeks. <br /> Richardson stated they have to bank somewhere and this is the business bank. He has various <br /> options he could pay cash and Valorie stated the cheek did not say it was a cashier's check. <br /> His wife could come and pick up the check.
