8. DISCUSSION & POSSIBLE ACTION APPROVING THE RESOLUTION FOR THE <br /> PRELIMINARY DEVELOPMENT PLAN AND THE PRELIMINARY SUBDIVISION PLAT FOR <br /> MEADOW VIEW SUBDIVISION - Quandt made a motion and Bredthauer seconded to approve <br /> Resolution #19-038 for the preliminary development plan and the preliminary subdivision plat for <br /> Meadow View Subdivision. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and <br /> Richardson all voted yes and none voted no. Motion carried. <br /> Chair Lancaster called for a 5 minute break. <br /> 9. 10:15 A.M. BID OPENING JAIL SECURITY CAMERA SYSTEM - The County received one <br /> bid. Mr. Bahensky stated that at the pre-bid meeting he had 9 potential bidders show up and <br /> there was interest. This is not your average video camera there are 80 cameras and the newer <br /> cameras have to be hooked up to a programmable controller so the system is hooked together <br /> and hooked to the control panel. It is complicated. He questioned if they only received one bid <br /> it they should open it. <br /> Hurst stated that you could still reject the bid when it was opened. <br /> Peterson stated if there were 9 people there they had the opportunity to bid. Todd stated it is <br /> difficult and there may not be a lot of qualified companies. It would be an advantage to have <br /> someone local but there are not companies locally. He had interest from vendors from Lincoln, <br /> 2 from Omaha, Hastings, Elkhorn, Grand Island and Kearney. <br /> Lancaster they made the effort to include local people. Todd stated the specs were not written <br /> for a specific vendor. He could have broken it down into pieces to get the job done but then if <br /> it doesn't work who is responsible. <br /> The vote on the motion to open the bid was taken. Bredthauer, Hartman, Hurst, Lancaster, <br /> Quandt, Peterson and Richardson all voted yes and none voted no. Motion carried. <br /> The following bid was received. <br /> CML, San Antonio, Texas <br /> OPTION #1A SYSTEM COMPONENTS & INTEGRATION PROGRAMMING $149,750.00 <br /> OPTION 1B $202,975.00 <br /> OPTION #2 LABOR ONSITE & PROJECT MANAGEMENT $95750.00 <br /> OPTION #3 COMPLETE TURNKEY SYSTEM INSTALLATION & UPGRADE $239,755.00 <br /> The bid is good for 90 days. <br /> Quandt made a motion and Bredthauer seconded to accept the bids and refer them to the <br /> Corrections Director and come back in 2 weeks with a recommendation. Bredthauer, Hartman, <br /> Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no. Motion <br /> carried. <br /> 17.
