It could be addressed at budget time. <br /> Lancaster stated that the compensation was intended to be a separate line item but it became <br /> part of the overall compensation and she is not sure how that happened. <br /> Mr. Peterson asked Karen if she would consider an amendment to discuss this at budget time. <br /> It is only 75 days away. <br /> Bredthauer stated she is not taking this personally against Loran or Janet. She is looking at it <br /> as a business issue. It was not done at the time and it needs to be done now. She will leave <br /> the motion as it is and will not amend the motion. <br /> Peterson made a motion and Hartman seconded to amend the motion to an effective date of <br /> July 1, 2019 to move the conditional use permits to the building inspector. Ron stated he does <br /> not know how many conditional use permits or building permits that includes a conditional use <br /> permit there may be or if there would be any overlap. Hartman, Hurst, Lancaster, Peterson <br /> and Richardson all voted yes and Bredthauer, Lancaster and Quandt voted no. Motion carried. <br /> 7.10:00 A.M. PUBLIC HEARING REGIONAL PLANNING FOR ZONING CHANGES FROM Al <br /> PRIMARY AGRICULTURAL DISTRICT TO PLANNED UNIT DEVELOPMENT— Quandt made <br /> a motion and Bredthauer seconded to open the public hearing. Bredthauer, Hartman, Hurst, <br /> Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no. Motion carried. <br /> Regional Planning Director Chad Nabity was present. This is a request to rezone a piece of <br /> property west of Cairo for 8 residential lots. This was in the Bellamy Subdivision and the <br /> remaining property is the north end of a large pivot corner of 25 acres. It has a private drive <br /> onto Highway #2. This is a state highway so there would be no impact on county roads. The <br /> Planning Commission has approved it as a Planned Unit Development and if it is approved they <br /> will move forward with the final plat. This is an excellent place for rural residential development. <br /> Chair Lancaster called for public participation and no one responded. <br /> Hartman asked Mr. Nabity how they can annex different properties. Mr. Nabity stated that a city <br /> of the first class can only annex properties that are contingent with the city limits if it is urban. <br /> Grand Island cannot skip annex. A village can do the skip annexation. Hartman questioned <br /> property by the power plant. Chad stated that the city annexed Locust Street and the residential <br /> was annexed. Hartman ask about the farm ground and Chad stated it was not subdivided so it <br /> could not be annexed. <br /> Chair Lancaster called for public participation and no one responded. <br /> Quandt made a motion and Bredthauer seconded to close the public hearing. Bredthauer, <br /> Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no. <br /> Motion carried. <br /> 5 <br />
