16. DISCUSSION AND POSSIBLE ACTION TO TRANSFER CONDITIONAL USE PERMITS <br /> TO THE BUILDING INSPECTION EFFECTIVE APRIL 15, 2019 ANNUAL COMPENSATION <br /> TO BE SET FOR THE BUILDING INSPECTOR AT $1,800.00 AND FOR THE SECRETARY AT <br /> $600.00 - Richardson stated she was not at the meeting but did watch the video and felt she <br /> did not have enough background to make a decision. She noted that when the building <br /> inspector position was eliminated it was moved to the Building & Grounds Department about 8 <br /> or 9 years ago. She questioned what the reason was to move it. <br /> Bredthauer stated that she decided to address this because she would like to see it all in one <br /> place. When a contractor gets a building permit then he has to go to another location to obtain <br /> the rest of it. Loran is busy and this will let him have more time. She noted the list of <br /> conditional use permits and there are not that many. The villages currently help pay for the <br /> building inspector and it common sense that it should be together and it makes it easier for the <br /> contractors. It should have been moved there when Alan took office. He is out in the county <br /> driving around and he can be watching. <br /> Lancaster noted that she is not sure why it was not done before. She checked with the villages <br /> and they approve. It was the villages that requested to have a building inspector and this just <br /> puts it back under one roof. She also noted that the compensation will be a little different. <br /> Quandt noted the county did not have building permits and this was set up 3 years ago. <br /> Everything should have been moved at the same time. <br /> Richardson stated she is aware of the process and it was a positive move but she talked to <br /> contractors and it isn't an issue with them. <br /> Mr. Nabity was present and noted the conditional use permits go through the city clerk and the <br /> building department. When he started Max did the conditional use permits and he used to pre- <br /> draft the rules when the building department was deleted he worked with Loran. <br /> Richardson noted the city has 2 different offices. She has not heard any complaints it is <br /> organized and she does not feel it is right to pull this now. She stated it could be discussed at <br /> budget time and does not see why it needs to be changed now. <br /> Bredthauer made a motion and Quandt seconded to transfer the conditional use permits to the <br /> building inspector effective April 15 and set compensation at $1,800.00 for the fiscal year and <br /> the secretary at $600.00 for the fiscal year and make a deduction from the other office. <br /> Hartman stated that the building inspector is not that busy. <br /> Lancaster stated you need to look at the number of building permits. The last year they did not <br /> have to ask the villages for additional dollars. The current secretary is shared with the Weed <br /> Department and the building inspector has a truck from the weed department and Weed <br /> Department has a portion of the secretarial hours. Alan did not attend today because he felt the <br /> board could explain it. We need to keep personalities out of this. She stated that Alan has <br /> done an excellent job and the county was fortunate to find someone with his experience. <br /> Janet O'Malley requested to address the board. She stated that she has worked for the county <br /> for 18 years and feels that she does a good job. She has never had an employer take away my <br /> job and pay when she has been doing a job. Understand it better for the county If this is a <br /> personality issue and a conflict with the county board she feels that her loyalty and trust is <br /> 4 <br />
