HALL COUNTY BOARD OF SUPERVISORS MEETING MARCH 19, 2019 <br /> The Hall County Board of Supervisors convened March 19, 2019 by published call in the County <br /> Board meeting room, 121 South Pine, Grand Island. <br /> CALL TO ORDER - The meeting was called to order by Chair Pam Lancaster. <br /> INVOCATION - Invocation was given by Butch Hurst. <br /> PLEDGE OF ALLEGIANCE —The Pledge of Allegiance was given in unison. <br /> ROLL CALL - Present on roll call were Karen Bredthauer, Dick Hartman, Butch Hurst, Pamela <br /> Lancaster, Ron Peterson Gary Quandt and Jane Richardson Also present were Deputy <br /> County Attorney Sarah Carstensen, County Attorney Marty Klein and Chief Deputy Jim <br /> Castleberry . <br /> NOTICE OF OPEN MEETING LAW— Chair Lancaster read the notice of open meeting law. <br /> VERIFY AFFIDAVIT OF PUBLICATION - The affidavit of publication was received. <br /> REQUEST TO RESERVE TIME — Lancaster stated that if anyone from the audience has a <br /> request to reserve time to come forwards and no one responded. <br /> Emergency Management Director Jon Rosenlund stated that the EOC has been meeting every <br /> morning. The Wood River Diversion canal shows that the water is receding but there is more <br /> rain in the forecast. The Silver Creek diversion canal is also flowing well. The detention cells <br /> are full and they are watching the water output. There are 47 roads that are closed and they <br /> have the "Cone Zone" web site that lists the road closures. The emergency shelter in Wood <br /> River could hold up to 70 and last night no one was at the shelter so it will be closed. He <br /> thanked the school, Red Cross and volunteers and was very impressed and well organized. He <br /> noted that when they saw the water coming down the Mayor drove to Alda to warn them. <br /> The Emergency Declaration was signed and the damage assessment is proceeding. They are <br /> trying to get inside the homes to assess the damage and once they have the information they <br /> will get it to the State. There were 400 homes affected in Wood River. They are working with <br /> the Road Department to assess the damage. There were not bridges that were destroyed but <br /> some roads are washed out or are damaged. They are working on a recovery plan and the Red <br /> Cross, United Way and ministerial association are planning to set up a center where they can <br /> go to one place to find assistance. They are working on debrie management and are sitting up <br /> dump sited. The city has also opened up the transfer station this will be a slow process. <br /> Lancaster stated that Dick and Gary said everyone was working together. The Governor was <br /> here and reviewed the damage. Gary ask where the assistance center will be set up and Jon <br /> stated that will be announced today or tomorrow. Lancaster noted that they are suggesting gift <br /> cards for donations. <br /> Quandt stated there was a concern on the nursing home. Jon stated that the nursing home had <br /> a plan in place and was prepared. They sent the residents to another facility in Hastings. He <br /> stated that every business needs to have a plan. <br /> 1 <br />
