He ask the Board to keep an <br /> open mind and to take a look at the operation in Stanton. <br /> Lancaster stated we do have a responsibility to the environment and ask if anyone would like to <br /> view the site they would set up the trips. <br /> Quandt noted that JB Swift is the largest employer in Hall County and it is important to be <br /> cautious because of the problems in the past. He expressed concern when there is wet <br /> weather and concern on the roads. He questioned if there could be run off. Andrew noted the <br /> concrete pad and the fact that the entire site drains into the lagoon. They have to meet strict <br /> requirements on the pond and will have the best practices in place. <br /> Jane stated that she and Ron looked at the site. She ask what the location is and he said it is <br /> on Potash and 90th Road. <br /> Hartman questioned if he had contacted the neighbors and he has letters that he sent. <br /> Lancaster stated that there are members of the board that have had a bad experience with <br /> paunch in the past. They appreciate the information and need to look at the site. <br /> Hartman expressed concern on the fact that there are 4 loads a day and concern on the water <br /> and wet weather. They explained that not the entire paunch materials will come to this site <br /> some go to David City and the gases that are produced are used other places. <br /> Hartman stated that at one time Swift was going to put in a plant to take care of their waste. <br /> They stated that there were some government subsidies but they were cancelled so it did not <br /> move forward. <br /> The site is 140 acres and the water is pumped out in a pivot. Andres stated that he has talked <br /> to the NRD regarding the water. There will have to be a public hearing if the moves forward. <br /> The board thanked him for the information. <br /> 7A) 10:30 A.M. PUBLIC HEARING FOR CONDITIONAL USE PERMIT FOR AMERICAN <br /> TOWER —Quandt made a motion and Bredthauer seconded to open the public hearing. <br /> Bredthauer, Hartman, Hurst, Lancaster, Peterson, Quandt and Richardson all voted yes and <br /> none voted no. Motion carried. <br /> Mr. Humphrey was present and Robert Karam with American Tower was also present. <br /> American Towers purchased this tower since the last conditional use permit was issued. This is <br /> a renewal of the conditional use permit. <br /> Hartman questioned if there were any problems and Mr. Karam stated that the tower is <br /> structurally sound and there have been no changes. It is 100 feet from any residence and 350 <br /> feet from the road. <br /> 6 <br />
