HALL COUNTY BOARD OF EQUALIZATION MEETING MARCH 20, 2018 <br /> 9: 05 a.m. Lanfear made a motion and Schuppan seconded to go into a Board of <br /> Equalization meeting. <br /> ROLL CALL VOTE — Present on roll call vote were Scott Arnold, Karen Bredthauer, <br /> Pamela Lancaster, Douglas Lanfear, Gary Quandt, Jane Richardson and Steve <br /> Schuppan. Also present was County Attorney Sarah Carstensen. <br /> NOTICE OF OPEN MEETING LAW— Chair Richardson read the notice of the open <br /> meeting law. <br /> VERIFY AFFIDAVIT OF PUBLICATION — The affidavit of publication was received. <br /> MINUTES — Lanfear made a motion and Bredthauer seconded to approve the minutes <br /> of the March 6, 2018 meeting. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> PUBLIC PARTICIPATION - Chair Richardson called for public participation and no one <br /> responded. <br /> 3. DISCUSS & APPROVE RESOLUTION APPOINTING REFEREES FOR 2018 <br /> PROPERTY VALUATION PROTESTS — County Assessor Kristi Wold was present. <br /> This is the renewal of the agreement with Stanard Appraisal for the 2018 property <br /> valuation protests. The hourly rate was increased by $5.00 so it is now $95.00 an hour <br /> with a maximum of $39,000.00 for services. <br /> Arnold made a motion and Lanfear seconded to approve Resolution #18-006 appointing <br /> referees for the 2018 tax assessment year. Arnold, Bredthauer, Lancaster, Lanfear, <br /> Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 4. DISCUSS & AUTHORIZE CHAIR TO SIGN AGREEMENT WITH STANDARD <br /> APPRAISAL SERVICES INC. FOR REFEREES - This is the agreement for referee <br /> services for 2018. Arnold made a motion and Bredthauer seconded to approve the <br /> agreement and authorize the Chair to sign. Arnold, Bredthauer, Lancaster, Lanfear, <br /> Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 5. DISCUSSION & POSSIBLE ACTION MOVING FORWARD WITH NEW <br /> ASSESSMENTS TOOLS AND SOFTWARE - Lancaster stated that she received a call <br /> from Bobbie Hurt expressing concerns about the sale prices in Copper Creek <br /> Subdivision and there are also other concerns. Lancaster provided a copy of the reply <br /> from Ms. Wold. She stated that as she had mention before the software is not adequate <br /> for what is going on in our community and it needs to be updated. She did put together <br /> some costs analysis information. She noted that the Vanguard program conversion <br /> would be about $26,400.00 and the yearly software support would be $17,025.00 and <br /> they will also provide training.
