Lanfear made a motion and Arnold seconded to approve the new permissive exempt
applications as listed and deny the applications as listed. Arnold, Bredthauer, Lancaster,
Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried.
7. COUNTY ASSESSOR - DISCUSSION REGARDING COMPUTER PROGRAM - County
Assessor Kristi Wold stated she would like to replace the Terra Scan program. She expressed
concern about the cost and that the county is out of a lot of revenue because it is not being
updated. It is not doing what is needed for a county of this size. She is looking a different
programs MIPS and Vanguard. The cost for the conversion would be under$30,000.00 and
that would be less than Terra Scan. The new program also has an appraisal program with it
and that would save contracting the appraisal services out. The MIPS program would be
$2,300.00 a month. They need to look a new program because of the dollars.
Lancaster questioned what the program is not doing and Kristi stated the costing tables are nor
right it uses the 2004 information and it affects the market numbers. We are spending more
money that what they provide for services. She has worked with MIPS and the looked at the
Vanguard program.
County Treasurer Peg Pesek expressed concern that this will affect her office and she has an
issue that there was not communication regarding changing software. She only saw it on the
board agenda. They have been on the program since 1999 and they are working on the T2
program. She contacted Sarpy County and they are using the new T2 software.
Peg agrees that the program is old but they need to have a system that will work with her office.
She expressed concern that Kristi has already met with Van Gard and the treasurer was not
included they have to work together. She would like to go to the T2 program. She current pays
8 or 9 thousand a year for the Terra Scan. It is important to check with her office regarding new
software.
Arnold noted that no decision have been made they need to work with the computer committee.
If it is not updated that would need to be addressed. A new program would affect all offices.
Bredthauer questioned how the value could be at a 2004 value. Kristi stated some of the new
house values were too low.
Quandt questioned why the system is so old. Peg stated that Terra Scan has the new T2
program and we need to have it updated but it is a good workable system.
Arnold not there would be a conversion and they need to know how a new program will work.
They need to work with the computer committee.
NEW OR UNFINISHED BUSINESS — Chair Richardson called for new or unfinished business
and no one responded.
Meeting adjourned at 9:31 a.m. .
111A/eis- (1 rti
Marla '.
