HALL COUNTY BOARD OF EQUALIZATION MEETING MAY 16, 2017 <br /> 9:05 a.m. Arnold made a motion and Richardson seconded to go into a Board of Equalization <br /> meeting. <br /> ROLL CALL VOTE— Present on roll call vote were Scott Amold, Karen Bredthauer, Pamela <br /> Lancaster, Douglas Lanfear, Gary Quandt, Jane Richardson and Steve Schuppan. Also <br /> present were County Attorney Jack Zitterkopf, County Assessor Jan Pelland, and Board <br /> Assistant Stacey Ruzicka. <br /> NOTICE OF OPEN MEETING LAW— Chairman Lancaster read the notice of the open meeting <br /> law. <br /> VERIFY AFFIDAVIT OF PUBLICATION —The affidavit of publication was received. <br /> MINUTES — Schuppan made a motion and Bredthauer seconded to approve the minutes of the <br /> May 2, 2017 meeting. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> PUBLIC PARTICIPATION - Chairman Lancaster called for public participation and no one <br /> responded. <br /> County Assessor Jan Pelland was present to update the board on the time line for her <br /> replacement. She stated she looked at the process that Buffalo County followed. They <br /> did put it in the NACO publication and she suggested having the employment ads <br /> started in August and leaving the application period open for 30 days and then <br /> scheduling interviews in September. She also suggested allowing some time and funds <br /> for some on-site training in October. That would be the best month to start going over <br /> some of the larger issues that will come in in November. <br /> Jan stated that she is not sure when Barb will be moving and it may be earlier because <br /> they do not want to move in the wester. She may need to have some additional funds <br /> to cover the on-site training. It would need to be an amount that would be agreed on <br /> with the new employees. <br /> Lancaster stated that for 3 months that would not seem unreasonable and they have <br /> determined that 30 days is a good time frame to receive the applications and they can <br /> move forward from there. <br /> Jan stated that buffalo also sent out letter to individuals that hold an assessor's <br /> certificate to advise them that an opening is available. She stated she will try and get <br /> that information. There may be a deputy assessor somewhere that would like to move <br /> up. <br /> Arnold stated he would not be above hiring someone else's employee. He also noted <br /> that the board has to set salaries for the elected officials for the next 4 years and the <br /> board may want to move that decision up so the new person would know what the new <br /> salary would be. Stacey stated that the resolution has been prepared when the salary <br />
