HALL COUNTY BOARD OF EQUALIZATION MEETING MAY 2, 2017 <br /> 9:05 a.m. Arnold made a motion and Lanfear seconded to go into a Board of Equalization <br /> meeting. <br /> ROLL CALL VOTE— Present on roll call vote were Scott Arnold, Karen Bredthauer, Pamela <br /> Lancaster, Douglas Lanfear, Gary Quandt, Jane Richardson and Steve Schuppan. Also <br /> present were County Attorney Jack Zitterkopf, Deputy County Assessor Barb Stoddard, and <br /> Board Assistant Stacey Ruzicka. <br /> NOTICE OF OPEN MEETING LAW— Chairman Lancaster read the notice of the open meeting <br /> law. <br /> VERIFY AFFIDAVIT OF PUBLICATION —The affidavit of publication was received. <br /> MINUTES — Lanfear made a motion and Richardson seconded to approve the minutes of the <br /> April 18, 2017 meeting. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> PUBLIC PARTICIPATION - Chairman Lancaster called for public participation and no one <br /> responded. <br /> 3. DISCUSS & GIVE DIRECTION TO THE ASSESSOR REGARDING A SECOND VEHICLE <br /> PURCHASE - Lancaster stated that she discussed this with County Assessor Jan Pelland and <br /> she is asking for direction regarding the purchase of a second vehicle. She would like to have a <br /> 4 wheel drive vehicle and she had requested Casey Sherlock to help possibly finding a surplus <br /> vehicle. She would like a range to work with for the purchase. These are prices that are <br /> established by the federal government so it is not necessary to have quotes. Discussion was <br /> held and it was agreed to set the range at $15,000.00 to $17,000.00 <br /> Casey Sherlock stated that he was there yesterday and found a Ford Explorer that was $17,500 <br /> but he will negotiate a price. He thought if he could buy 2 vehicles he might be able to get 2 for <br /> $30,000.00. These are federal surplus vehicles and there are also federal military type vehicles. <br /> The military vehicles are usually well used but the other federal surplus vehicles are usually nice <br /> clean vehicles. The board supported the range of$15,000.00 to $17,000.00. <br /> Quandt made a motion and Lanfear seconded to authorize the purchase of a 4 wheel drive <br /> vehicle for the County Assessor with a range of$15,000.00 to $17,000.00 and work with Casey <br /> Sherlock to purchase the vehicle. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson <br /> and Schuppan all voted yes and none voted no. Motion carried. <br /> Mr. Zitterkopf stated that he had requested an executive session regarding the TERC case with <br /> Conestoga Mall but he is moving forward with it. They have settled the Conestoga Mall TERC <br /> appeal. We owe Jan Pelland a debt of gratitude because they were able to settle for <br /> $17,600,000.00 she was tougher negotiator than he was. <br /> NEW OR UNFINISHED BUSINESS—Chairman Lancaster called for new or unfinished bu <br /> one responded.
