Pine Grand Island, NE 68801 To Whom It May Concern: My name is Judy Priess and I am the Director of Cathedral Daycare center in Grand Island. Last week I received a phone call from the Hall County Treasurer's Office stating that in order for our activity bus to be licensed in January,the color of the bus would have to be changed to something other than yellow. We have owned this bus for over 4 years and have never had an issue with licensing or been made aware of such a requirement. I asked why the change and the employee stated that the decision was made as a result of multiple conversations that included law enforcement. She stated that the law had previously not been enforced but that now it would be. I asked when the change would need to happen and she said the bus would not be renewed without the changes, which occurs in January, 2017. This news was extremely concerning to me. First of all, I don't know how a law that hasn't been enforced can all of a sudden be enforced without formal notice. A phone call without any written support should not be considered notice. I believe that since we were not aware of this law and not required to follow it for all these years, we should not be held to it now. Second,this requirement presents a significant hardship. Upon calling an area body shop,the low-end estimate provided was $13,000. That is for plain white paint with nothing on it, assuming there are no issues. Our budget cannot handle an expense like this. This cost is more than the value of the bus. Third, I believe it is unrealistic and unfair to ask our non-profit agency to comply with such an expensive and burdensome request on such short notice. We do not have the financial means to pay for such a request. As a result, I am asking for an exception from this requirement. In the event that an exception is not granted, I would like to ask for an extension. I do not feel the time allotted is reasonable and does not allow us to look at our options or make a wise financial decision. An extension would allow the center to properly explore options, budget for and raise money for the changes. We are also asking that you allow the bus to be licensed during this time so that we may continue to serve children and families. Early Development&Learning Center 112 S.Cedar,Grand Island,NE 68801
