Pine <br /> Grand Island, NE 68801 <br /> To Whom It May Concern: <br /> My name is Judy Priess and I am the Director of Cathedral Daycare center in Grand Island. Last week I <br /> received a phone call from the Hall County Treasurer's Office stating that in order for our activity bus to <br /> be licensed in January,the color of the bus would have to be changed to something other than yellow. <br /> We have owned this bus for over 4 years and have never had an issue with licensing or been made <br /> aware of such a requirement. <br /> I asked why the change and the employee stated that the decision was made as a result of multiple <br /> conversations that included law enforcement. She stated that the law had previously not been enforced <br /> but that now it would be. I asked when the change would need to happen and she said the bus would <br /> not be renewed without the changes, which occurs in January, 2017. <br /> This news was extremely concerning to me. First of all, I don't know how a law that hasn't been <br /> enforced can all of a sudden be enforced without formal notice. A phone call without any written <br /> support should not be considered notice. I believe that since we were not aware of this law and not <br /> required to follow it for all these years, we should not be held to it now. Second,this requirement <br /> presents a significant hardship. Upon calling an area body shop,the low-end estimate provided was <br /> $13,000. That is for plain white paint with nothing on it, assuming there are no issues. Our budget <br /> cannot handle an expense like this. This cost is more than the value of the bus. Third, I believe it is <br /> unrealistic and unfair to ask our non-profit agency to comply with such an expensive and burdensome <br /> request on such short notice. We do not have the financial means to pay for such a request. As a result, <br /> I am asking for an exception from this requirement. <br /> In the event that an exception is not granted, I would like to ask for an extension. I do not feel the time <br /> allotted is reasonable and does not allow us to look at our options or make a wise financial decision. An <br /> extension would allow the center to properly explore options, budget for and raise money for the <br /> changes. We are also asking that you allow the bus to be licensed during this time so that we may <br /> continue to serve children and families. <br /> Early Development&Learning Center <br /> 112 S.Cedar,Grand Island,NE 68801 <br />
