HALL COUNTY BOARD OF EQUALIZATION MEETING NOVEMBER 29, 2016 <br /> Purdy made a motion and Schuppan seconded to go into a Board of Equalization <br /> meeting. <br /> ROLL CALL - Present on roll call were Scott Arnold, Pam Lancaster, Doug Lanfear, Dan <br /> Purdy, Gary Quandt, Jane Richardson and Steve Schuppan. <br /> CALL TO ORDER — Chairman Arnold called the meeting of the Hall County Board of <br /> Equalization to order. <br /> NOTICE OF OPEN MEETING LAW— Chairman Arnold read the notice of open meeting <br /> law. <br /> VERIFY AFFIDAVIT OF PUBLICATION —Affidavit on file. <br /> MINUTES - Purdy made a motion and Lanfear seconded to place on file the minutes of <br /> the November 15, 2016 meeting. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> PUBLIC PARTICIPATION — Chairman Arnold called for public participation and no one <br /> responded. <br /> NEW OR UNFINISHED BUSINESS — Chairman Arnold called for new or unfinished <br /> business and Board Assistant Stacey Ruzicka distributed a letter from Cathedral <br /> Daycare, signed by Judy Priess the Director. This is regarding a phone call that she <br /> received form the County Treasurer's Office stating that in order for the activity bus to <br /> be licensed in January the color of the bus would have to be changed to something <br /> other than yellow and the stop arms and flashing lights had to be removed. Peg Pesek <br /> stated that in the state manual for the motor vehicle department stated this requirement. <br /> Ms. Pesek stated she contacted Betty Johnson with the state and she stated that a <br /> County Treasurer's cannot deny registering a vehicle. This requirement to change the <br /> color would be a misdemeanor and would only be enforceable by law enforcement. <br /> She stated she also contacted other county treasurer's and they also stated you cannot <br /> refuse to register it. They were doing what the manual stated. <br /> Schuppan questioned why because they are still hauling children. <br /> Sheriff Jerry Watson was present and stated you need to look at the intent of the bill but <br /> this is new to him. He stated you may need to refer this to the County Attorney. You <br /> need to read the state statute and see what the legislative intent was. He expressed <br /> concern that this is not necessary if you see a yellow school bus it is hauling precious <br /> cargo and you know that. He can understand if the bus was converted to a motor home <br /> the color should be changed and arms should be removed. <br /> Quandt stated that the buses that haul detasselers have a red strip on them. <br />
