HALL COUNTY BOARD OF EQUALIZATION MEETING JULY 15, 2014 <br /> 9:05 a.m. Arnold made a motion and Ziola seconded to go into a Board of Equalization <br /> meeting. <br /> ROLL CALL VOTE — Present on roll call vote were Scott Arnold, Pamela Lancaster, <br /> Bob McFarland, Daniel Purdy, Gary Quandt, Steve Schuppan and David Ziola. Also <br /> present were Chief Deputy County Attorney Jack Zitterkopf, Board Assistant Stacey <br /> Ruzicka and County Assessor Jan Pelland. <br /> Chairman McFarland called the meeting to order. <br /> NOTICE OF OPEN MEETING LAW — Chairman McFarland read the notice of the open <br /> meeting law. <br /> MINUTES — Ziola made a motion and Quandt seconded to approve the minutes of the <br /> July 1, 2014 meeting. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and <br /> Ziola all voted yes and none voted no. Motion carried. <br /> PUBLIC PARTICIPATION - Chairman McFarland called for public participation and no <br /> one responded. <br /> 1. HEARING REGARDING REJECTION OF HOMESTEAD EXEMPTION FOR D'ANN <br /> VANBOENING - County Assessor Jan Pelland stated that she received an appeal for <br /> the rejection of the Homestead exemption for D'Ann VanBoening. Ms VanBoening is <br /> disabled and is in a nursing home. She was the applicant and they do not think she will <br /> be able to return home. Mr. VanBoening still lives there and he is not 65 so he would <br /> not qualify for the exemption. Ms. Pelland was required to send the notice of rejection <br /> and Mr. VanBoening sent a request to appeal the rejection. <br /> Mr. Purdy asked if he was receiving the exemption and Jan stated that Mrs. <br /> VanBoening was because she was disabled. The board can decide if they want to <br /> override the rejection. <br /> Discussion was held and Lancaster noted that the intent is help people with a hardship <br /> and now the expenses will be even greater but you have to follow the letter of the law. <br /> Lancaster made a motion and Purdy seconded to allow the homestead to remain in <br /> place for the 2014 year and override the rejection. <br /> Discussion was held and the owner of record is the person that is eligible and if <br /> someone passes away they can keep the homestead for the first year and would have <br /> to apply the next year in their name. Mr. Arnold questioned if the deed is in joint <br /> tenancy how that is viewed. They both do not have to meet the qualifications; this will <br /> help with the financial issues. He supports this decision. <br />
