Memorandum of Agreement <br /> This agreement is between Hall County and the Grand Island Public Schools (GIPS). Hall <br /> County agrees to serve as fiscal agent for GIPS for the School Intervention Program funded by <br /> the Nebraska Crime Commission through the Community-Based Juvenile Services Aid grant as <br /> follows: <br /> Program Design: GIPS is responsible to hire, supervise and pay the full-time School <br /> Intervention Worker(51W). GIPS will submit a quarterly request for grant funds to Hall County <br /> for reimbursement of salary expenses, subject to receipt of the grant and limited by the amount <br /> of the grant. GIPS will manage the program and the 51W will work with Hall County Juvenile <br /> Diversion and GIPS staff to refer youths to the Program. Students at risk of becoming involved <br /> in a higher level of care due to attendance issues, lath of academic progress, or at risk of failure <br /> and drop out. Eligible youths will have the capacity to improve academic success and reduce <br /> truancy with a limited amount of support and supervision to sustain accountability.The S1W will <br /> act as a liaison between the school,family,Hall County Juvenile Diversion and other community <br /> service providers involved with the student. <br /> The School Intervention Worker will <br /> I)provide pre-adjudicated youth with a structured intermediate sanction program within the <br /> school setting and specialized summer and after-school programming as an alternative to <br /> institutionalization; <br /> 2)promote safety within the school or summer program setting; <br /> 3) assist with community adjustment for youth returning from Youth Rehabilitation and <br /> Treatment Centers or other restrictive residential care; <br /> 4) provide an alternative to restrictive placement for youth who are having difficulty <br /> succeeding in regular community supervision; <br /> 5)provide graduated sanction activities that include rewards or incentives; <br /> 6)coordinate community service and restorative justice activities; and <br /> 7)provide education that will lead to positive engagements and accountability of the youth. <br /> The School Intervention Worker will be responsible for during-school, after-school and summer <br /> programming for referred youths. The during-school and after-school programs will provide <br /> academic support and monitoring for youths in a formal educational setting. The summer <br /> program will provide further support through the summer with specialized programming for <br /> identified youths. Up to 40 youths at any given time may be eligible to participate in the <br /> program as referred by Hall County Juvenile Diversion and GIPS. Youths may be residing at <br /> home, in foster care or in an independent living placement. <br /> The School Intervention Program will provide service delivery and family involvement for <br /> 1) delivering direct services with a family-centered, strength-based, needs driven and <br /> individually-based approach; <br /> 2) assisting the youths and family to achieve goals as defined by Hall County Diversion or <br /> GIPS; <br /> 3) assessing the youths' support systems, building on identified strengths and facilitating <br /> involvement in school,family and community activities; and <br /> 4) helping the family to identify long-term support systems and connect youths with those <br /> systems. <br />
