b) AUTHORIZE BOARD CHAIR TO SIGN THE GRANT APPLICATIONS - Quandt <br /> made a motion and Lanfear seconded to authorize the chair to sign the grant <br /> applications. <br /> Mr. See also noted that the enhancement grant is another funding source and included <br /> the alternative detention costs. <br /> Ms. Carstensen noted that the detention costs have gone up and are currently very <br /> high. She stated that the detention alternative may be an option instead of secure <br /> detention. They can use electronic monitoring devices to help reduce those costs. <br /> Secure detention is at $255.00 a day where the electronic monitors are $125.00 a day. <br /> The alternative detention is passed on the assessment that determines the appropriate <br /> services. This is a contract service. <br /> The vote on the motion to authorize the Chair to sign was taken. Arnold, Bredthauer, <br /> Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted <br /> no. Motion carried. <br /> 16 DISCUSSION& POSSIBLE ACTION REGARDING PAST DUE RENT FROM <br /> TRAVIS RAINFORTH - Mr. Quandt questioned if the rent had been paid and Ms. <br /> Carstensen stated that she had talked to Mr. Rainforth and he stated that a check was <br /> sent to Hall County but that check did not clear and he will bring in a check sometime <br /> this week. This will be on the addenda for next week to acknowledge that it was <br /> received. <br /> 7D UPDATE REGARDING ROOF LEAK AT THE FEDERAL BUILDING — Mr. <br /> Humphrey was present and he stated that the leak was on the inside of the building on <br /> the southeast corner. It caused the ceiling fan to fall. They think the rain may have <br /> started the problem. The roof is covered with snow and ice and they will have to wait <br /> until it melts to find the leak. Quandt questioned the age of the roof and Loran stated <br /> that it was put on in 1010. They will have to look at it to determine if it was the roof that <br /> was leaking. <br /> 7e UPDATE ON FEDERAL BUILDING ROOF LEDGE — Mr. Humphrey included <br /> pictures of the roof ledge. The picture was taken on top of the roof and this is a 2 foot <br /> ledge that is below the edge of the roof. The snow sits on the ledge and then as it melts <br /> it drips down on the front steps by the front door. This may be contributing to the <br /> deterioration of the steps. He tried to contact Dena Sanford regarding this issue and <br /> find a solution. He will keep the board posted when he has more information and has <br /> talked to Dena. <br /> 7e DISCUSSION AND POSSIBLE ACTION USING COURTHOUSE RESERVE TO <br /> PAY FOR EXTERIOR STEP REPAIR AND RESTORATION — Richardson noted that <br /> this was not included in the Building and Land fund as a separate line item and they felt <br /> the best place to pay it from would be from the Courthouse Reserve line item. The total <br /> amount of the project was $98,000.00 and Loran stated that it came in at the bid price. <br /> 4 <br />
