Hall County Policy Regarding County Purchasing Act <br /> See also Neb. Rev. Stat. 23-3108 to 23-3112 <br /> Effective Hall County Employees are to comply with the following for <br /> County Purchases: <br /> • The competitive sealed bidding process is to be followed when the value of <br /> the purchase is $20,000.00 or more. <br /> • Three informal bids must be obtained if the value of the purchase is equal <br /> to or exceeds $5,000.0 but is less than $20,000.00. <br /> • Purchases may be made on the open market if the value of the purchase is <br /> less than $5,000.00. <br /> • Competitive bidding will not be required a) when purchasing unique or <br /> noncompetitive items, b) when purchasing petroleum products, c) when <br /> obtaining professional services or equipment maintenance or d) when the <br /> price has been established by one of the following: the federal General <br /> Services Administration; the Materiel Division of the Nebraska Department <br /> of Administrative Services; or a cooperative purchasing agreement by <br /> which supplies, equipment, or services are procured in accordance with a <br /> contract established by another governmental entity. <br /> • Copies of the cooperative purchasing agreements, general services <br /> agreements, or state bids must be provided to the County Clerk. <br /> • All formal and informal bids must come before the Board of Supervisors for <br /> approval. Informal bids may be added to the website. Elected Officials are <br /> exempt from brining informal bids before the Board. <br /> • All change order, as an amendment to a construction contract, must be <br /> approved by the Hall County Board. <br /> • All formal and informal bids must be sent to the County Clerk. <br />
