The proposed project would begin at the junction of US-30 and U.S. Highway 281 (US- <br /> 281)/Nebraska Highway 2 (N-2) at mile marker(MM) 312.93, and from the intersection of US-30 and Old Lincoln <br /> Highway at MM 313.66 extending east to MM 314.10 at the intersection of US-30 and Grant Street in Grand <br /> Island. Construction could begin and/or end approximately 200 feet ahead of or beyond the actual project limits to <br /> accommodate transitioning the pavement. <br /> PURPOSE AND NEED <br /> The purpose of the proposed project is to preserve the US-30 transportation asset, improve the reliability of the <br /> transportation system, and perpetuate the mobility of the traveling public. The need for this proposed project is <br /> based on the condition of the existing roadway and bridges. <br /> SCOPE OF WORK <br /> The planned construction would consist of repairing three US-30 bridges. Repairs to US-30 bridges over US- <br /> 281/N-2, Custer Avenue, and the Union Pacific Railroad(UPRR)would include replacing approaches, remodeling <br /> abutments and wingwalls, replacing or constructing median barrier, and other repairs. The work on the existing <br /> concrete approach roadway would consist of repairing, milling and resurfacing with asphalt. The raised median on <br /> the approach roadway and bridge would be removed and replaced with a median barrier, this would reduce the <br /> likelihood of cross-over accidents through this segment. <br /> ESTIMATED TRAFFIC VOLUMES <br /> US-30 Bridge Over US-281/N-2 Bridges Over Custer Ave.&UPRR <br /> MM 312.93 MM 313.66-314.10 <br /> Year 2018 2029 2018 2029 <br /> Average Daily Traffic(ADT) 8,835 8,835 11,290 11,290 <br /> %Heavy Trucks 6 6 6 6 <br /> CONSTRUCTION SCHEDULE <br /> Construction could begin as early as spring of 2023 and would be complete by winter of 2023. <br /> ACCOMMODATION OF VEHICLE AND PEDESTRIAN TRAFFIC <br /> The proposed project would be constructed under traffic with lane closures controlled with approved temporary <br /> traffic control devices and practices. However, two short-term closures and detours would be needed for the <br /> proposed project. Pedestrian access on the US-30 bridges over Custer Avenue and the UPRR would be <br /> temporarily closed during construction; a short-term pedestrian detour would be needed (approximately 40 <br /> working days)to allow for work on bridge abutments, approach slabs, and rail. The pedestrian detour route would <br /> require new sidewalk, driveway replacement, and curb ramps at several locations. A designated detour would be <br /> provided utilizing N. Clay Street, W. 3rd Street, N. Blaine Street,W. Old Lincoln Highway/Old Potash Highway, <br /> and W. Old Highway 30. <br /> In addition, night time construction work would be required on the US-30 bridges over Custer Avenue and the <br /> UPRR to complete the asphalt overlay on the bridge and approach roadway.A night time vehicle designated <br /> detour would be provided from 12 AM to 6 AM over the course of 4-6 nights for this construction. A designated <br /> detour would be provided utilizing N. Broadwell Avenue,W. 3rd Street, N. Blaine Street,W. Old Lincoln <br /> Highway/Old Potash Highway, and W. Old Highway 30. <br />
