HALL COUNTY
121 South Pine Street
Grand Island, Nebraska 68801
www.hallcountyne.gov r VMS
rt :,fir
r t A
h F
August 7, 2018
County Board Agenda Memo
Update on Plans for replacing Hall County Administration Building Parking Lot
The 1st of 3 Ads to Bidders appeared in the paper on Friday, August 3m. Bids are due at by 5:00 P.M. on
Monday, August 20, 2018 and are to be opened at 9:30 A.M. on Tuesday, August 21st. The completion
date in the bid specifications is November 30, 2018.
Background
The Board approved the design for the parking lot at the July 24, 2018 meeting. The design for the north
half of the parking lot showed 9' wide by 18' long (measured to back of curb) parking stalls with 24' wide
driving aisles. The DMV indicated that the area for motorcycle testing needs a 20' buffer around the
testing area. Since the approved design only accommodated a 10' wide buffer, the engineers started
looking at alternatives.
Discussion
The design has been revised.
• The west parking unit in the north half of the parking lot was widened from 60' to 70' to
accommodate the motorcycle testing resulting in a 34' wide driving aisle.
• The east parking unit was widened from 60' to 62' to line up the east driving aisles in the new
parking lot resulting in a 26' wide driving aisle.
• The above changes result in a 10.62' wide island for the north half of the parking lot.
The county board has a number of options:
1. Leave the design as was approved at the July 24th meeting. Motorcycle testing will have to
move to a new location
2. Approve the new design with 34' and 26' driving aisles and 10' wide island.
3. Eliminating the island will eliminate the safe area for motorcycle testing and be needed if a
future connection is made to the Pine Street parking lot.
4. Narrow the island to less than 10.62' and surface the island with colored imprinted concrete.
5. Other alternatives as directed by the Board.
Recommendation
Bids will be opened in 2 weeks, so any further changes to the parking lot design should be made after
bid opening. Changes to the design after bid opening should be considered carefully because they will
increase consultant engineering costs and could push completion back.
Attachment: Revised parking lot plan
