17 SET THE BID OPENING FOR THE THIRD FLOOR BALCONY DOORNVINDOW <br /> RESTORATION FOR JULY 24, 2018 AT 9:30 A.M. — Mr. Humphrey was present. Discussion <br /> was held and the issue with the clock was removed. <br /> Arnold made a motion and Lanfear seconded to set the bid opening for July 24, 2018 at 9:30 <br /> a.m. with bids due July 23, 2018 by 5:00 p.m. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> Mr. Humphrey showed pictures of the door to the Federal Building that they restored. They <br /> used the products that are to be used on the Courthouse windows and it turned out very nice. <br /> 19. HEALTH INSURANCE COMMITTEE RECOMMENDATIONS RE EMPLOYEES <br /> ASSISTANCE PALN RENEWAL- Shcuppan stated that the committee met and the EAP <br /> program is being utilized and because of the use Family Resources is requesting an increase <br /> for the this year. It was $3,475.00 but will be increased to $6,500.00. <br /> Schuppan made a motion and Arnold seconded to renew the agreement with Family Resources <br /> for the EAP services. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> DISUCSSION ANDPOSSIBLE ACTION REGARDING COLONIAL LIFE INSURANCE —The <br /> insurance committee met and discussed this issue and reviewed he information with the board. <br /> There are concerns that about this and discussion was held to terminate the relationship with <br /> Colonial. <br /> Lancaster noted that there are concerns because of the increase in the health insurance costs <br /> and they worked hard to make it as good as possible. She expressed concern that her name <br /> was mentioned during the Colonial renewal and why people had to sign off. <br /> The renewal has been completed and there are 33 people that have the Colonial coverage <br /> using the payroll deduction. <br /> Quandt made a motion and Lancaster seconded to allow the current 33 participants with <br /> Colonial Insurance to continue the payroll deduction and effective July 2 to now allow any <br /> additional participation. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> BOARD MEMBER'S REPORTS— Richardson reported that Amy Bennet formerly with CASA <br /> has taken a new job with the YWCA. She also attended the retirement of Liz Gerberding with <br /> CVB. <br /> The Humane Society committee, Gary, Karen and Pam met with the city and discussion was <br /> held that it would be beneficial that this would be an interlocal agreement. The city contract is <br /> due and they will complete their negotiations. There has been a change in the leadership and <br /> the new board will move forward. There needs to be more clarity and explain how the dollars <br /> are spent. <br /> Quandt noted that there are 2 sides, the animal care and the animal control portion that is part <br /> of the county share. They hope to work with the other villages and work on the agreements. <br /> 8 <br />
