11. PUBLIC HEARING REGARDING TEXT AMENDMENT OF THE HALL COUNTY ZONING <br /> RESOLUTION — Lancaster made a motion and Quandt seconded to open the public hearing. <br /> Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and <br /> none voted no. Motion carried. <br /> Chad Nabity was present. They started working on this in January 2017. He introduced his new <br /> employee Rashad he has is an UNL graduate with a master's degree. He has been her since <br /> January. The committee has been working on this since January 2017 to look at updates <br /> regarding livestock regulations. They have met several times and looked at the zoning <br /> regulations from the surrounding counties. Out regulations allow up to 100 head of livestock as <br /> long as there is a quarter of a mile from the neighbors but a condition use permit was required <br /> for anything over 1000. He explained the four different classes. There are definitions regarding <br /> the impact easements and if the neighbors agree they can waive the set back and they could <br /> not do this before. They can also agree to an impact waiver regarding the set back. They <br /> included definitions for hoof barns and they do not count as enclosed hog operations. It is a <br /> farming technique that had not been there before. They kept the classifications the same but <br /> made modifications to fit what was best for Hall County. He also explained the point system <br /> and what is necessary to earn the points. These changes allow local feed lots room for <br /> expansion, but there are not many areas in Hall County that you can do that. New definitions <br /> were added and some were removed. The resolution will make all the necessary changes and <br /> they would go into effect July 15'. <br /> Chad stated he also contacted Steve Martin because of the livestock friendly designation and <br /> he has approve the changes. The Regional Planning Commission is recommending approving <br /> the Resolution. <br /> Bredthauer noted that with the changes in the matrix is could eliminate some of the conditional <br /> use permits. <br /> Quandt referenced the Prairie Creek development and the importance of the paved roads. <br /> Lancaster stated she appreciated all of his work and the work that the committee did. <br /> Mr. Nabity stated that the Prairie Creek area was not prime ag ground and the development was <br /> a good choice and you cannot always identify those places. It is on a paved road and there are <br /> only 3 driveways. <br /> Richardson called for public participation and no one responded. <br /> Richardson ask about the impact wavers. Mr. Nabity stated that there will be a form developed <br /> and this is a private agreement with the property owners. <br /> Lancaster made a motion and Schuppan seconded to close the public hearing. Arnold, <br /> Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> Schuppan made a motion and Arnold seconded to approve Resolution #18-033 approve the <br /> amendments to the Hall County zoning. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 7 <br />
