HALL COUNTY BOARD OF SUPERVISORS MEETING FEBRUARY 20, 2017 <br /> The Hall County Board of Supervisors convened February 20, 2016 by published call in the <br /> County Board meeting room, 121 South Pine, Grand Island. <br /> CALL TO ORDER -The meeting was called to order by Chair Jane Richardson. <br /> INVOCATION - Invocation was given by Pamela Lancaster <br /> PLEDGE OF ALLEGIANCE —The Pledge of Allegiance was given in unison. <br /> ROLL CALL- Present on roll call were Scott Arnold, Karen Bredthauer, Pamela Lancaster, <br /> Doug Lanfear, Gary Quandt, Jane Richardson and Stephen Schuppan. Also present were <br /> County Attorney Sarah & Bonnie. <br /> NOTICE OF OPEN MEETING LAW—Chair Richardson read the notice of open meeting law. <br /> VERIFY AFFIDAVIT OF PUBLICATION -The affidavit of publication was received. <br /> REQUEST TO RESERVE TIME — Richardson stated that if anyone from the audience has a <br /> request to reserve time to come forward at this time. <br /> Attorney Burse Smith stated he would like to address item #9 and answer any questions from <br /> the County Board regarding the conservation easement that Mr. Wolbach has signed. <br /> Jim Erikson, 4233 North Road stated he would like to address item #11 <br /> CONSENT AGENDA - Lanfear made a motion and Arnold seconded to approve the following by <br /> consent agenda. <br /> 1. Place on file the minutes of the February 6,2018 meeting <br /> 7 a. Approved program agreement with NDOT for the county bridge match program <br /> b. Approve Resolution #18-005 authorizing chair to sign NDOT county bridge program <br /> agreement <br /> c. Authorized chair to sign agreement with NDOT for registered land surveying services <br /> on Project NH-34-4(130), Hastings to Doniphan <br /> d. Authorized chair to sign agreement with NDOT for registered land surveying services <br /> on project NH-30-4(160) Shelton to River <br /> 2. 9 Regional Planning —a) receive letter of recommendation for conservation easement <br /> for Crane Trust and Mr. Wolbach <br /> b) Approved Resolution #18-003 approving conservation easement for the Platte River <br /> Whooping Crane Trust, Inc. <br /> c) Received copy of conservation easement agreement <br /> 3. 13 Approved the Special Designated Liquor license for Miletta Vineyard <br /> 4. 15 Approved the bi weekly pay claims and regular claims <br /> 5. 6 Placed on file the office reports from County Sheriff for month of December, County <br /> Sheriff quarterly report, Hall & Howard County Juvenile Services, County Building <br /> Inspector, County Clerk, Assessor Register of Deeds <br /> 6. 17 Placed on file the Hall County Treasurer's miscellaneous receipts <br /> 7. 18 no communications received <br /> Richardson requested that item 5a be pulled from the agenda because they were unable to <br /> attend <br /> 1 <br />
