Adjourned the Board of Equalization meeting <br /> PUBLIC PARTICIPATION —Chair Richardson called for public participation and no one <br /> responded. <br /> 4. COUNTY ATTORNEY— DISCUSSION AND POSSIBLE ACTION REGARDING FILLING <br /> COUNTY ATTORNEY VACANCY— County Attorney Jack Zitterkopf was present and stated <br /> that he has 22 days left and he will no longer be the County Attorney and what is done today will <br /> make a difference on how the office is run and he expressed concern on what will happen. No <br /> one else has filed for the office because they want to know what the board is going to do for the <br /> replacement. There has been discussion regarding interviewing and picking a replacement but <br /> that is not a good idea because there is no time to advertise and appoint someone. There are <br /> two that are interested and rather than appoint one of them he would like to appoint an interim. <br /> He stated there is a perfect fit for that interim position and at the risk of playing favorites, Sarah <br /> Carstensen has been his chief deputy for 3 years and has extraordinary talents, she is an <br /> excellent prosecutor and has also been helping with the administrative duties. He noted that he <br /> might be well advised to let Sarah speak for herself because she has some ideas that make <br /> sense. She lives in Hamilton County and will not be running for office but this will requires some <br /> extra effort and sacrifices on her part. Whoever is appointed should receive the attorney salary <br /> for the 10 months. Sarah's future is somewhat uncertain as well because she does not know if <br /> she will be returning as chief deputy or as a line prosecutor. As the interim she would like to <br /> have her benefits continue to accrue as if she were not county attorney. We certainly do not <br /> want to cash out her vacation and sick leave that would be an imposition on her. This would <br /> give the opportunity for anyone to file for county attorney. It is his recommendation to consider <br /> the appointment of Sarah Carstensen as county attorney using the guidelines as he has stated. <br /> Richardson stated she appreciates his opinion and that would be smooth transition. <br /> Arnold stated he would like to encourage the board to consider appointing someone who is <br /> willing to file for office but they may not know that until March 1st. Sarah is the fail-safe but we <br /> owe it to the public to consider who may file for office and he thinks it is hasty to decide before <br /> March 1st <br /> Lancaster noted that she has a different opinion. There are some unknown issues. Sarah is a <br /> given she is not interested in running and this would be for a short amount of time. We know <br /> that there are people interested in this office and no one on the board should decide who will be <br /> county attorney this is up to the voters. Sarah does a good job for us. It appears that the <br /> decision could be made in May if that would happen could she switch with that person. It was <br /> 2 <br />
