9:05 a.m. Held a Board of Equalization meeting. <br /> 9:07 a.m. adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> PUBLIC PARTICIPATION --Chairman Lancaster called for public participation and no one <br /> responded. <br /> 4. COUNTY ATTORNEY— <br /> A. DISCUSSION AND ACTION TO REVISE THE ELECTED OFFICIALS SALARY <br /> RESOLUTION FOR THE TERM COMMENCING ON JANUARY 1, 2019— Mr. Zitterkopf stated <br /> that in order to accomplish what is needed for the County Highway Superintendent and the <br /> elected office of County Surveyor the previous Resolution 17-050 needs to be repealed and <br /> substitute the same resolution except for the wording on paragraph 6 that addresses the salary <br /> for the County Surveyor. There were no other changes. <br /> Schuppan suggested that the resolution designate half of the salary for the surveyor and half for <br /> the GIS coordinator. The elected official may not want to do the GIS. <br /> Jack expressed concern because the resolution needs to be finalized before someone files for <br /> re-election. <br /> Arnold noted that the resolution does not break out the duties it only sets the salary. The official <br /> should understand that GIS duties ae included and when they are interviewed that should be <br /> expressed to the candidates. <br /> Lancaster questioned if the salaries would be a wash. Jack noted that the amount would be <br /> split between the County Surveyor and the County Highway Superintendent. <br /> Lancaster stated she would like to look at the salary survey and Schuppan stated they did <br /> discuss this. She stated that when they do the interviews they could ask if they would do the <br /> GIS duties. Arnold noted that if the voter understands that the surveyor is to do the GIS duties <br /> the public would be confident that they would to it. <br /> Quandt ask if they could force the Surveyor to do the GIS duties and ask if they are changing <br /> the job description and he stated the board may need to think this over. <br /> Bredthauer noted that if the board hires someone they will know when they hire them and they <br /> will ask about their qualifications. This could be listed in the job description. <br /> Jack stated it is his opinion that this resolution will take care of it and this tells the candidate <br /> what they will have to do to file. <br /> Quandt made a motion to refer this to the County Attorney for one week no second Quandt <br /> withdrew his motion. <br /> Bredthauer made a motion and Schuppan seconded to approve Resolution #17-062 <br /> establishing salary for certain elected county officials and setting the salary for the County <br /> Surveyor/GIS at $78,104.91 for 2019 with the 2% cola increases each year. <br /> 3 <br />
