9:05 A.M. Held a Board of Equalization meeting <br /> 9:12 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> PUBLIC PARTICIPATION —Chairman Lancaster called for public participation and no one <br /> responded. <br /> 13 FACILITIES - FEDERAL BUILDING UPDATE-The ceiling is complete and the doors and <br /> hardware will be installed today. They are touching up the paint and the carpet and base <br /> boards are in. They will need to order the furniture and other than that it will be done by the end <br /> of the week. Mr. Humphrey suggested that the committee could do a walk through. He did do a <br /> walk through with Craig Thurston. <br /> Discussion was held and Arnold suggested that the board would have time to take a tour today. <br /> There is time before the next scheduled item. <br /> Chairman Lancaster called for a break and the board toured the Federal Building. She also <br /> suggested holding an open house once the renovations are finished. <br /> Recessed the regular meeting to tour the Federal Building <br /> 9:45 returned to the meeting <br /> 6. 9:45 AM — PUBLIC HEARING — HALL COUNTY BUDGET—Quandt made a motion and <br /> Lanfear seconded to open the public hearing for the Hall County budget. Arnold, Bredthauer, <br /> Lanfear, Lancaster, Quandt, Richardson and Schuppan all voted yes and none voted no. <br /> Motion carried. <br /> Chairman Lancaster called for public participation and no one responded and no members of <br /> the public were present. <br /> Lanfear made a motion and Quandt seconded to close the public hearing for the Hall County <br /> Budget. Arnold, Bredthauer, Lanfear, Lancaster, Quandt, Richardson and Schuppan all voted <br /> yes and none voted no. Motion carried. <br /> 6a) DISCUSS &APPROVE 1% ADDITIONAL ALLOWABLE INCREASE—Richardson made a <br /> motion and Arnold seconded to approve the 1% additional allowable increase. <br /> Richardson stated that it is important to keep in mind that Brad Fegley has been our account for <br /> 20 years plus and he advises to approve this additional 1% and Stacey also explained it. Also <br /> NACO and the State Auditor's Office advise to approve. <br /> Lanfear expressed concern that this is a non-issue because at the last budget meeting 2 board <br /> members stated they would not to approve this. It was discussed thoroughly. <br /> Schuppan noted that this will lower our spending authority. <br /> Stacey Ruzicka explained that this allows for future spending and does not change our current <br /> budget. It is unused budget authority. This needs to be voted on today and she recommended <br /> doing so. She noted pages 6 and 7 in the budget. The information has been advertised <br /> correctly. This only allows the county to use the dollars in the future if necessary. <br /> 3 <br />
