Mr. Humphrey stated that he has questions regarding the purchasing act that was passed. <br /> He noted an emergency situation at the Federal Building last fall with an electrical issue that <br /> blew a hole in a conduit. This was an emergency and he called Middleton Electric to make the <br /> emergency repairs. They will have to shut down all of the electric service in the building to <br /> complete the repairs. At this time they have not billed for the emergency services because <br /> there will need to be additional work done and it will be over$5,000.00. Does he need <br /> additional proposals? <br /> Lancaster stated that if it is an emergency no but if it is not an emergency get the proposals. <br /> Discussion was held that this could be done in phases. <br /> Bredthauer stated Middleton needs to bill for the emergency services and then get proposals for <br /> the rest of the electrical work. <br /> Discussion was held that there are other companies that would like to submit proposals for <br /> projects and Ms. Ruzicka stated to let Mr. Humphrey know who they are so they can be <br /> contacted. <br /> The informal proposals go to the committee and the committee makes the decision. If it cannot <br /> wait then it is an emergency. <br /> Mr. Humphrey questioned if it is out of the scope of the contract like some demotion on the <br /> Courthouse then it goes to the committee to make the decision. <br /> Quandt stated we do not want to get in trouble and there will be issues that come up the <br /> committee will make the decisions. <br /> Arnold stated that the bottom line is to get the committee approval and then the board can only <br /> reject the claims. If there is a contract the board would uphold that because it is written. This <br /> will work the committee has the responsibility. <br /> NEW OR UN FINISHED BUSINESS —The board will not be able to take action on non-agenda <br /> items <br /> Ms. Bredthauer expressed concern when buildings are being remodeled and new office <br /> furniture is purchased there is a big difference in the type and quality of the furniture that is <br /> purchased. She stated there should be a standard type of furniture that should be used. It is <br /> not fair that some department's office furniture is better than others. <br /> Discussion was held Hall County does not have standards and it would be easier. There could <br /> be some variations but it would be the same quality. Most business us this process. Lancaster <br /> stated that this is a good idea. The paint and carpet could also be standardized. <br /> Mr. Zitterkopf reminded the board that it would be difficult to match his furniture because it was <br /> purchased in 2002. <br /> Lanfear stated he agrees and noted that there are some favorites by just looking at the furniture <br /> that they get. He questioned how the standards would be set up. <br /> Arnold agreed it sounds like a good idea. <br /> 9 <br />
