The vote on the motion was taken to award the bid to Hansen International. Arnold, Bredthauer, <br /> Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. <br /> Motion carried <br /> COMMITTEE OR BOARD MEMBER REPORTS - Lanfear and Bredthauer attend the <br /> E 911 information meeting and reported that it could be that the next generation 911 systems all <br /> calls will come in by cell phones. The state is set up for analog and that needs to change and <br /> there is also the need to share information. There is no plan in place and the state legislature <br /> needs to address it. There is also a concern that the fees will go to the state. There is also a <br /> concern that there will be text message to 911 and that would be a cost of$1,200.00 a month to <br /> process the text messages. Right now they may only receive 6 a year. They stated that the <br /> new E 911 center will have the new equipment that will incorporate the cell phones and text <br /> messages. <br /> Lancaster expressed concern on the E 911 dollars that come to the county now. They are used <br /> to pay the expenses for 911 and there would be an issue if the dollars would go to the state. <br /> Bredthauer stated that there is nothing definite at this time. <br /> Lancaster called for other board member reports. <br /> Quandt reported that they met with the public defender regarding the case load. Right now they <br /> have to drop cases and may have to hire another attorney. There is another issue how the <br /> cases are tracked. The county attorney has to take all of the cases that are referred to him. <br /> Mr. Zitterkopf noted that the public defender declines 1 out of every 3 felony cases. <br /> Arnold noted that some cases take longer and the juvenile cases go through private attorneys. <br /> The public defender does not handle juvenile cases and it would be interesting to see how many <br /> cases that they have and how long it takes for some of the cases. He also stated the numbers <br /> of felony cases are going up. Discussion was held if it is probation cases but it is more drug <br /> related arrests. <br /> Schuppan questioned if it was because of LB 605 and it is not. <br /> Lancaster stated that there was a concern on the MAAA board and the fact that Hall County has <br /> 3 votes. There were not alternates appointed but she has 2 others that would be willing to serve <br /> so that issue is being resolved and they will make sure that Hall County's interest is protected. <br /> BOARD ASSISTANT'S REPORT- Stacey stated she did not have a report. <br /> 25 FACILITIES AGENDA <br /> a) Discussion and possible action on elastomeric coating for the Courthouse steps - <br /> Richardson stated the item a) was pulled because they need more information. <br /> b) Discuss and authorize Facilities Department Head, Doone Humphrey, to be power of attorney <br /> for Nebraska Department of Revenue, concerning tax credits. There was a concern on the <br /> application and who would be able to discuss this. The power of attorney would allow Mr. <br /> Humphrey to proceed with the paper work for the tax credits. <br /> 7 <br />
