Discussion was held you can apply <br /> before you start a project but you have to wait until it is approved. <br /> Mr. Humphrey called Bryan Reid with the Historical Society to ask him questions. <br /> He was asked what the time line is once he received an application. <br /> Mr. Reid stated that once he receives the application and if he has all the necessary information <br /> it would take 51 days for his part. <br /> He was ask how long it takes the Department of Revenue to make a decision and Bryan stated <br /> he did not know you would have to contact the Department of Revenue, This would be parts 4 <br /> and 5 of the application process. <br /> Schuppan asked if he knew at the net costs could be on a project. Bryan stated it would be <br /> 20% but you would have to contact the Department of Revenue. It could be 80 or 90 cents on a <br /> dollar. <br /> Purdy suggested taking the two proposals and sending them in and if they are not awarded then <br /> go forward. Discussion was held regarding the regulations and the time line. <br /> Lancaster made a motion and Schuppan seconded to proceed with the tax credit for the granite <br /> replacement of the steps at the Courthouse. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> The county could experience some savings from the tax credits to use on another project they <br /> need to move forward. <br /> COUNTY ATTORNEY REPLACING ROOF —Quandt stated that the roof on the County <br /> Attorney's building was replaced in 2003 so it isn't that old. Mr. Humphrey showed pictures of <br /> the roof and how it slopes. They are proposing to engineer a different roof that will be elevated <br /> so it will drain. That information is in the bid specs for the bid opening that is scheduled on <br /> December 13, 2016. Mr. Humphrey stated that Duff Roofing helped prepare the specifications. <br /> He described the process for this type of roof. The insulation breaks down because of the <br /> weight from the snow and ice. When the insulation breaks down it has to be resealed. <br /> Lancaster questioned if there is a warranty and why we have to replace it. Loran stated that the <br /> warranty is on the membrane and it is not leaking. The problem is the insulation under the <br /> membrane. <br /> Discussion was held on the vacant lot cross the street and there is now a picnic table on it so it <br /> is a park. The County Assessor was informed of this. <br /> Quandt expressed concern on the carpet in Shuda's office that the work was poor and it should <br /> be replaced. <br /> Lanfear stated that it the work that was done and Mr. Shuda signed off on the carpet <br /> replacement and accepted it. He stated that there is still work that has to be completed on the <br /> vacant floors above and that work needs to be finished first. <br /> 7 <br />
