He is also doing more research regarding the slate steps inside and he spoke with Lincoln Tile <br /> and Marble and is working with Tom Ziller and the Historical Society and will bring back more <br /> information in two weeks. He will also have more information on the windows in two weeks. <br /> Mr. Humphrey stated there may be a concern regarding the tax credits but the steps are a <br /> safety issue. There was discussion to use granite instead of slate. <br /> Schuppan stated that tax credits have to comply with the historical standards but they also need <br /> to consider if the tax credits are that valuable. Lancaster stated the Courthouse should be <br /> consistent with the period. <br /> Richardson stated she contacted Dean Sanford regarding the signage for the Federal Building <br /> and the sign can be any size but the wording has to be what they approved. <br /> 11:50 A.M. Held a Board of Corrections meeting <br /> 12:25 a.m. recessed the board of corrections meeting and returned to the regular meeting. <br /> 7b. CONSIDERATION OF RESOLUTION SELECTING DESIGN-BUILD AS THE CONTRACT- <br /> DELIVERY SYSTEM FOR THE HALL COUNTY PUBLIC WORKS FACILITY ON OLD POTASH <br /> HIGHWAY—Casey Sherlock stated this resolution proposed to proceed with the construction of <br /> the Hall County Public Works facility by using the Political Subdivision Construction Alternative <br /> Act Nebraska State Statues 13-2901 to 13-2914 that would authorize a political subdivision to <br /> enter into a design-build contract or a construction management at risk contract for a public <br /> project. They would interview and select a contractor. Discussion was held and it was <br /> questioned if it isn't what the board wants could it be changed and Casey stated that it is <br /> flexible. These companies usually have an engineer and an architect on staff so they would use <br /> one company. This is an option that the county could use. <br /> Lancaster expressed concern on the upcoming projects with the Courthouse and the Federal <br /> building. The board agreed to put dollars aside but it was a future project. There isn't any <br /> urgency until the board knows the finances. This is also the third year for the salary survey. <br /> Casey received his increase and the rest of officials will also receive increases. It does not hurt <br /> to have the information but it is not the time for this. She also expressed concern on the <br /> inheritance tax and we have used these dollars for capital improvements. She stated the board <br /> needs to look at this before we commit more dollars. <br /> Schuppan stated that when this was started they wanted to know the cost and maybe we should <br /> move forward because the costs and inflation keep going up. Maybe we should be prepared to <br /> do it sooner rather than later. <br /> Quandt expressed concern that nothing gets cheaper but there is a $600,000 shortfall from the <br /> jail and the state revenue is also down. <br /> Lancaster stated that the county needs to proceed very cautiously there are a number of <br /> unknown costs and everything gets more expensive. <br /> Lanfear stated this is a building that the county really needs and this is just the next step and if <br /> we do not take it we will go nowhere. <br /> 8 <br />
