Mid America Washout Grand Island, LLC is a Nebraska limited liability company. <br /> For the purposes of this attachment,the term "Applicant" <br /> should be considered to be Mid.America Washout Grand Island, LLC when discussing the <br /> construction and operation of a livestock trailer washout facility. <br /> OPERATOR EXPERIENCE AND HISTORY <br /> Mid America Washout Grand Island,LW is wholly owned by Chad Ruda and Sarah Ruda Mr. <br /> Ruda grew up on his teacher father's small acreage near Fremont,Nebraska and helped raise <br /> bucket calves and other assorted livestock. Mr.Ruda attended Midland College in Fremont and <br /> played football. During his six years in college and a change of majors,he concluded that hard <br /> work was the secret to success. He obtained employment with Wiechman Pig Company and <br /> learned from an excellent mentor the business ess of buying livestock and the principles of ethical <br /> business rnanagement. He started at minimum wage but his hard work and long hours did not go <br /> unnoticed. Soon he was earning a very goocl salary as a very success5.F' + , <br /> As part of that work he saw many truckloads of livestock being transported and unloaded ,n <br /> Fremont,and later he too drove trucks. He also noticed that cleaning out trucks is a continuing <br /> problem if there is no reliable facility nearby. At that time the nearest trailer washout was in <br /> West Point,35 miles away. <br /> In approximately 2005, with the encouragement of his wife who suggested that he do only one <br /> thing and to do it better than anyone else,be built a trailer washout in Fremont. There was a lot <br /> to learn if he wanted to do it right and he wanted to do it right. Mr.And Mrs.Ruda dealt with, <br /> government regulators including the Nebraska Department of Environmental Quality as the <br /> representative of the federal EPA. He hired engineers:to help design facilities that would satisfy <br /> the regulations. He obtained information and assistance from scientists and from the University <br /> of Nebraska. He deals with regulatory officials and health scientists every month. Attached are <br /> examples of monthly waste water quality reports for a couple of his facilities. Attachment#3. <br /> There was stiff competition from facilities who offered cheap washouts but who did not feel <br /> compelled to follow the rules or to protect the environment. Financial disaster was always a real <br /> possibility. Mr. Ruda informed the Kansas environmental quality officials <br /> that he wanted a list of all the defects they could see in the facility and he went to work to remedy <br /> all the defects. The agencies were more than pleased to have Mr. Ruda buy the business,along <br /> with his investment of more than$200,000 in corrections and improvements to the facility. <br /> A facility in South Sioux City,Nebraska was distressed in 201 land Mr. Ruda purchased it with <br /> 2 <br />
