HALL COUNTY BOARD OF SUPERVISORS MEETING OCTOBER 4, 2016 <br /> The Hall County Board of Supervisors convened October 4, 2016 by published call in the <br /> County Board meeting room, 121 South Pine, Grand Island. <br /> CALL TO ORDER -The meeting was called to order by Chairman Scott Arnold . <br /> INVOCATION - Invocation was given by Scott Arnold <br /> PLEDGE OF ALLEGIANCE —The Pledge of Allegiance was given in unison. <br /> ROLL CALL- Present on roll call were, Scott Arnold, Pamela Lancaster, Dan Purdy, Doug <br /> Lanfear, Gary Quandt, Jane Richardson and Stephen Schuppan Also present were County <br /> Attorney Jack Zitterkopf, and Board Assistant Stacey Ruzicka <br /> NOTICE OF OPEN MEETING LAW--Chairman Scott Arnold read the notice of open meeting <br /> law. <br /> REQUEST TO RESERVE TIME—Arnold stated that if anyone from the audience has a request <br /> to reserve time to speak on a specific agenda item, to please come forward at this time and no <br /> one responded. <br /> RECOGNITION OF COUNTY EMPLOYEE FOR MILITARY SERVICE —Jane Richardson read <br /> the certificate of recognition for Reiny Dickhaut an employee of the Hall County Corrections <br /> Department thanking him for his service to his county and to Hall County. He served in the <br /> Nebraska National Guard and the International Guard this division was the disaster emergency <br /> preparedness division. Schuppan noted that when he was in the military the started that <br /> division. <br /> CONSENT AGENDA— Purdy made a motion and Quandt seconded to approve the following by <br /> consent agenda. <br /> 1. Placed on file the minutes of the September 20, 2016 meeting <br /> 2. 6 Placed on file the Hall County Keno financial report for quarter ending June 30, 2016 <br /> and Hall County keno special report, compliance procedures report and annual report for <br /> year ending June 30, 2016 <br /> 3. 10 Approved and authorized the chair to sign the interlocal cooperative agreement with <br /> village of Cairo <br /> 4. 10b Approved Resolution #16-066 authorizing the Chair to sign agreement for <br /> preliminary engineering services on Monitor Road Bridge Project BRO-7040(25) <br /> 5. 13 Approved Resolution#16-067 for exchange of collateral for Heritage Bank <br /> 6. Approved the bi weekly pay claims <br /> 7. 17 Approved early claims for the following <br /> Grand Island Utilities Department—county buildings $17,660.01 <br /> Grand Island Utilities Department—county park $ 2,152.02 <br /> Grand Island Utilities Department—corrections $ 19,479.82 <br /> Grand Island Utilities Department—corrections $ 169.23 <br /> Grand Island/Hall Co Convention Visitors Bureau $64,393.33 <br /> Stuhr Museum transfer funds $ 2,094.00 <br /> Century Link-Road $ 262.63 <br /> Gary Smith Construction-Road $319,657.72 <br /> Grand Island Utilities Department-Road $ 1,019.26 <br /> J I L Asphalt Paving Co.-Road $ 7,160.51 <br /> 1 <br />
