14. APPROVE BI WEEKLY PAY CLAIMS AND REGULAR CLAIMS-The board members <br /> received the board preapproval for their review. Lanfear made a motion and Schuppan <br /> seconded to approve the bi weekly pay claims and regular claims. Arnold, Lancaster, Lanfear, <br /> Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> COMMITTEE OR BOARD MEMBER'S REPORTS — Lancaster reported that she attended the <br /> Nebraska Public Employees board meeting. They reviewed projections of the cost to the <br /> plan <br /> and are considering changing the rate. There are 2 types of plans a cash balance plan and a <br /> defined benefit plan and there are different statutes that cover the two plans. The governor <br /> has asked the board to consider this before taking a vote. Lancaster stated she contacted <br /> NACO regarding this issue and it would take legislation to make the plan the same. They <br /> considered delaying the start date on this issue. <br /> Lanfear reported that there will be a drug court graduation and another one in the spring. The <br /> numbers are steady and they are taking more difficult clients into the program. <br /> Purdy reminded the board of the NIRMA conference in Kearney. <br /> Quandt stated he attended the governor's town hall meeting and talked to Senator Friesen <br /> regarding the sheriff's fees. They are losing money and there has been discussion to have the <br /> private sector deliver papers. He expressed an interest and may work with other senators. <br /> BOARD ASSISTANT'S REPORT— Stacey Ruzicka reminded the board members of the <br /> upcoming meetings. She also reported that she had a phone call from the city regarding a TIF <br /> workshop on October 6, 2016 at Central Community College but that is also the same day as <br /> the NIRMA conference in Kearney. They have this set as a workshop not a public meeting. <br /> Discussion was held if the county should advertise and who would be attending. Lancaster <br /> stated she will be out of town that week. The other board members may be attending NIRMA. <br /> Quandt state that there will be good speakers and it will be beneficial to the community to have <br /> this information. <br /> 21 A) FACILITIES AGENDA— SET BID OPENING FOR COURTHOUSE CARPET — Mr. <br /> Humphrey was present and stated he changed the bid specifications and took out the labor. <br /> This will be for the carpet only. <br /> Purdy made a motion and Lanfear seconded to set the bid opening for the carpet for the <br /> Courthouse for October 4, 2016 at 11:00 a.m. bids will be due October 3, 2016 at 5:00 p.m. <br /> Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no.
