9:10 A.M. The Board held a Board of Equalization meeting <br /> 9:16. A.m. The Board returned to the regular meeting <br /> PUBLIC PARTICIPATION —Chairman Arnold called for public participation and no one <br /> responded. <br /> 5. COUNTY ATTORNEY -APPROVE &AUTHORIZE CHAIR TO SIGN QUITCLAIM DEED <br /> RETURNING REAL ESTATE TO THE YOUNG WOMEN'S CHRISTIAN ASSOCIATION OF <br /> GRAND ISLAND, NE—County Attorney Jack Zitterkopf stated that in 2000 the Young Women's' <br /> Christian Association of Grand Island transferred property to Hall County until the note was paid <br /> off. The payments are completed and he has prepared a quit claim deed to transfer the <br /> property back to the YWCA <br /> Lancaster made a motion and Quandt seconded to authorize the Chair to sign the quit claim <br /> deed to transfer the property back to the YWCA. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. Mr. Zitterkopf <br /> asked that the deed be sent to him. <br /> 12. DISCUSSION ON TIF FINANCING- Quandt stated that the TIF financing is becoming more <br /> and more prevalent in Grand Island and he would like to see the county board put a meeting <br /> together with various community leaders and tax payers for information on the TIF financing. <br /> The county sees the tail end of a project and how it affects the valuation. <br /> Cindy Johnson with the Chamber of Commerce stated she attended a meeting in Aurora <br /> regarding urban affairs with Senator Crawford. This was part of his listening tour. LR 155 and <br /> LB 40 were reviewed to see how these economic tools would affect Nebraska. She stated that <br /> she would forward this information to the county board. She also noted that there is a report <br /> available that lists all of the TIF financing projects in Nebraska, the amount and the length of the <br /> various projects. Mayor Jensen did a presentation to the city council regarding TIF projects. <br /> The developers that are willing to take the risks on TIF financing are the ones that are well <br /> established. There was also a presentation regarding rural housing development and stated <br /> that the Copper Creek project was mentioned at the meeting. Cindy stated TIF financing needs <br /> to be awarded to projects that will have a lasting impact on the community. There was also <br /> discussion if TIF financing has a negative impact on any taxing entity. TIF decisions are better <br /> made at the local level. She recently did a newsletter addressing the TIF financing. <br /> Quandt stated he would like to have the county board facilitate a meeting regarding the TIF <br /> financing. <br /> Richardson expressed concern that the county may not want to facilitate it maybe it should be <br /> the city. <br /> Lanfear state that this is a good idea and the schools should have a seat at the table also and <br /> he would like to back the process. <br /> Quandt made a motion and Lanfear seconded to move forward with an informational meeting in <br /> October regarding TIF financing. Arnold, Lancaster, Lanfear, Purdy, Quandt and Richardson all <br /> voted yes and Schuppan abstained. Motion carried. <br /> 3 <br />
