9:10 A.M. Held a Board of Equalization meeting. <br /> 9:14 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> 4 PUBLIC PARTICIPATION Chairman Arnold called for public participation and no one <br /> responded. <br /> 7. EXECUTIVE SESSION REGARDING UNION NEGOTIATIONS - Lancaster made a motion <br /> and Purdy seconded to go into executive session for union negotiations. There are 2 reason for <br /> and executive session n to prevent needless harm or injury to an individual or to protect the <br /> public interest. This is to protect the public interest. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 9:15 a.m. executive session <br /> 9:52 a.m. Richardson made a motion and Lancaster seconded to go out of executive session. <br /> No other subjects were discussed, no action was taken and no votes were taken. Arnold, <br /> Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. <br /> Motion carried. <br /> 5a. COUNTY ATTORNEY - DISCUSSION AND POSSIBLE ACTION ON ADDENDUM TO <br /> CITY/COUNTY TRANSIT AGREEMENT— Mr. Zitterkopf stated that this agreement with the city <br /> will continue the service to the rural part of the county. They do not know what the grant dollars <br /> will be. The total budget is $630,000.00 and the rural funds may be $32,000.00 and the county <br /> match would be 25% of the $32,000.00. <br /> Lancaster stated that the 5311 rural transit funds are for the county and there were conflicting e <br /> mails on how the ridership would be determined one states where you step on the bus and the <br /> other one states it is the round trip but they used 3% to 5% for the rural ridership. This number <br /> will be refined once it is determined. The agreement lists the payment due dates and states in <br /> July 2017 they will audit the funds and make adjustments for any over or under payments. <br /> Lancaster made a motion and Quandt seconded to approve the addendum to the City County <br /> Transit Agreement and authorize the Chair to sign. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 10:00 A.M. PUBLIC HEARING 2016—2017 ONE & SIX YEAR ROAD PROGRAM <br /> Richardson made a motion and Lanfear seconded to open the public hearing for the <br /> 1 & 6 Year Road Program. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> Casey Sherlock, County Surveyor and Highway Superintendent distributed the copy of the <br /> affidavit of publication. He also distributed 13 Civil Rights Survey Forms and explained that this <br /> form is distributed at public meetings regarding Hall County's Road and Bridge program to <br /> collect statistical date needed to assure Federal compliance. This is voluntary. He received 4 <br /> completed forms <br /> He showed a map of Hall County and pointed out the location of the 1 Year projects. He also <br /> showed pictures of the various types of bridges and some of the replacement work that has <br /> 2 <br />
