written petition addressed to the County Board of Supervisors. Zoning Regulations: <br /> 10.01. <br /> 2. The Property Owners each own real property located in Hall County, Nebraska. <br /> 3. The Property Owners'various parcels of real property located in Hall County are <br /> subject to the terms and conditions contained in the Zoning Regulations. <br /> 4. Section 2.03.314 of the Zoning Regulations defines "Prohibited Use" as "any use <br /> of land, other than nonconforming, which is not listed as a permitted use or <br /> conditional use within a zoning district." Zoning Regulations: 2.03.314. <br /> 5. A use not specifically identified in the Zoning Matrix and not reasonably <br /> encompassed by any specifically identified use category in the Zoning Matrix is by <br /> default a prohibited use in all zoning districts, as such use fails to be listed as a <br /> permitted use or conditional use in any zoning district. <br /> 6. The absence of a compatible and specifically identified use category in the <br /> Zoning Matrix causes property and business owners to attempt to fit proposed uses <br /> into incompatible, existing use categories, thereby jeopardizing the intentional <br /> allocation of use categories amongst the various zoning districts. <br /> 7. The Zoning Matrix in its current form fails to include a use category that <br /> reasonably encompasses livestock trailer wash facilities. <br /> 8. Amending the Zoning Matrix is necessary and justified in order to provide a <br /> specific use category for livestock trailer wash facilities so that those facilities may be <br /> located amongst compatible uses and in suitable zoning districts throughout Hall <br /> County. <br /> 9. Including a specific use category for "Livestock Trailer Wash Services" will <br /> further the purposes of the Zoning Regulations and the Hall County Comprehensive <br /> Plan by: (i) promoting the health, safety, morals, convenience, order, prosperity, and <br /> 2 <br />
