11. DISCUSSION AND POSSIBLE ACTION REGARDING TOWNSHIP FORM OF <br /> GOVERNMENT— Election Commissioner Dale Baker was present and stated that information <br /> was included in the Board packets regarding the townships. <br /> County Clerk Report <br /> • No tax rate to townships since 1993 <br /> • 1989 townships relinquished road to Hall County <br /> • Audits are now handled by County Clerk <br /> • Letter of nomination sent in November 2014 all declined to serve <br /> County Treasurer Report <br /> • $5,581.89 in township funds <br /> • Receive $22.82 from public power districts that is dispersed amongst the townships <br /> based on the 1957 levy <br /> LB 65 was passed last year that gives counties the ability to move forward <br /> Purdy asked if there are unclaimed funds what would happen. Once the resolution is passed <br /> the funds will come back to the county. <br /> The public hearing will have to be held and then the board would need to file a resolution with <br /> her by September 1, 2016 to be on the 2016 General Election ballot. <br /> Mr. Zitterkopf stated that there are 14 townships and there would need to be 14 notices and 14 <br /> public hearings but they could be held at the same time at the same meeting. <br /> Mr. Quandt stated that he would like to move forward and hold the public hearings and give the <br /> public the opportunity to vote on it. <br /> Lancaster state she is in favor of this but there is concern from the rural area that they are giving <br /> up control. The county takes care of the roads now. The number of board member will also <br /> stay the same. <br /> Quandt made a motion and Schuppan seconded to set the public hearings for February 23, at <br /> 10:15 a.m. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes <br /> and none voted no. Motion carried. <br /> 9.10:30 A.M. — BID OPENING — FLOOR FLATTENING AND SEWER LINE REPAIR AT <br /> COURTHOUSE ANNEX - Following bids were received: <br /> BIDDER TOTAL BID <br /> Mid Plains Construction $94,900.00 <br /> Discussion was held they only have $50,000.00 budgeted. They will review and come back in <br /> two weeks. <br /> Schuppan made a motion and Lanfear seconded to refer this to the facilities committee and they <br /> will come back in two weeks. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried <br /> 15. DISCUSS AND APPROVE LETTER OF SUPPORT FOR LB 784 AND AUTHORIZE THE <br /> CHAIR TO SIGN —Casey Sherlock stated that he brought this to the NACO Board. This <br /> 5 <br />
