10 DISCUSS AND APPROVE JOB DESCRIPTION FOR THE HALL COUNTY BUILDING <br /> INSPECTOR - Lancaster stated that information was included in the packets regarding the job <br /> description it was updated and based on the original job description with input from the villages. <br /> There was concern about the electrical inspections and they would like to see the inspections <br /> be included. They're reviewing the Interlocal agreement and then it will come to the county for <br /> approval and authorize the chair to sign. Once that is done they will advertise for the building <br /> inspector position in the Kearney Hub and the Grand Island Independent and the applications <br /> will be filed in Stacey's office. The villages would also like to review the applications. <br /> Lancaster motion and Quandt seconded to approve county building inspector job description. <br /> Lanfear expressed concern that they are doing it piece meal and would like to see everything <br /> put in place including the zoning ordinance before going forward. <br /> Lancaster expressed concern that this has been delayed and it is time to move forward there is <br /> a range set in the budget and she fees it is well laid out and defined. Mr. Zitterkopf is working <br /> with the villages and the city attorneys and the contract is going to call for a committee with <br /> members from the county and from the other municipalities. It is an Interlocal agreement similar <br /> to emergency management the county pays the salaries with contributions from the other <br /> villages. Discussion was held. <br /> The vote on the motion to approve the job description was held. Arnold, Lancaster, Purdy, <br /> Quandt and Richardson voted yes and Lanfear and Schuppan voted no. Motion carried. <br /> 12. DISCUSS AND POSSIBLE ACTION ON AMENDING THE HALL COUNTY BOARD <br /> POLICY GUIDELINES CONCERNING RULES OF DEBATE - Lanfear expressed concern that <br /> at the last meeting the board argued for over an hour and accomplished nothing. He read the <br /> rules of debate from Roberts Rules of Order and stated that the board's policy states this and <br /> this is what the board should do. <br /> Lanfear made a motion and Purdy seconded the motion to follow the rules of debate as stated. <br /> Lancaster stated she does not object to Roberts Rules of Order and they could follow what the <br /> City does if this is what the board wants to do, but expressed concern that there still should be <br /> open discussion. She suggested have work study session on the off weeks and noted that <br /> Lancaster and Douglas Counties do this. <br /> Lancaster made a motion and Quandt seconded to amend the motion to meet every week and <br /> follow Roberts Rules of Order during the formal meetings and meet for a work study session on <br /> the off weeks. <br /> Quandt suggested doing away with the committees and talk to the department heads and not <br /> depend on committees. <br /> Richardson stated she does not have any objections but if there was a quorum there would <br /> have to be a legal ad and agenda. <br /> Arnold stated that he thinks the relaxed Roberts Rules of Order have worked and expressed <br /> concern that the work study sessions will be more work. He also expressed concern on the <br /> time limitation. <br /> 5 <br />
